We contract with shipping liners, terminal operators, port authorities and equipment manufacturers to provide complete maintenance, repair, and project related services for all types of shore-based cargo handling equipment, as well as cargo container and transport refrigeration equipment.
About the Role

Description

The General Manager is responsible for overseeing all aspects of stevedoring operations in support of various break bulk/bulk accounts including aggregate, military, cement, roro, recycle operations. This role ensures efficient planning, safe execution, and continuous improvement of cargo loading and discharge activities. As point of contact, the GM coordinates labor, equipment, safety, and process compliance, while maintaining strong relationships with labor representatives, customer and port stakeholders and all vendors and customers for the area assigned. This position will support day and night operations as needed and will travel to Northern CA and WA state to support operations in those areas.


Responsibilities:

· Develop, review, and implement daily and long-range operational plans for cargo handling.

· Coordinate berth assignments, staging areas, and equipment positioning for efficient vessel operations.

· Ensure resources (labor and equipment) are secured in advance to meet operational timelines.

· Order, schedule, and assign union labor in accordance with labor agreements, operational requirements, and safety needs.

· Verify labor payroll and resolve discrepancies in collaboration with finance/payroll.

· Foster constructive labor relations, engaging with union representatives to resolve issues while upholding contract compliance.

· Order, allocate, and maintain required equipment (cranes, forklifts, straddle carriers, trucks, PPE, etc.).

· Coordinate with Maintenance & Repair teams to ensure equipment availability and reliability.

· Ensure all operations follow established Standard Operating Procedures (SOPs), environmental protocols, military protocols if applicable, and safety regulations.

· Conduct pre-shift safety briefings, hazard assessments, and post-operation reviews.

· Enforce compliance with OSHA, military, and company safety standards.

· Lead investigations into incidents, damages, or near misses, and implement corrective/preventative actions.

· Attends to and completes all billing and finance duties.

· Review each shift’s performance against KPIs, including productivity, damage rates, safety incidents, and labor utilization efficiency.

· Identify operational pitfalls and root causes, implementing preventative measures.

· Produce shift and daily operational reports for senior management and military stakeholders.

· Develop and implement process improvements to enhance safety, efficiency, and cost-effectiveness.

· Train supervisors and foremen on best practices and updated SOPs.

· Encourage a culture of proactive problem-solving and stewardship of assets.

· Supports all PTSC services in the area assigned.

Requirements

Qualifications Required:

·3 years of experience in stevedoring, terminal operations, or military logistics, with at least 3 years in a leadership role.

· Understanding of labor agreements, union workforce management, and payroll verification.

· Understanding of OSHA, Coast Guard, and military safety and operational requirements.

· Experience in KPI tracking, process improvement, and operational reporting.

· Excellent leadership, communication, and conflict resolution skills.

Preferred:

· Prior experience managing military cargo operations or working with U.S. Transportation Command (TRANSCOM) or Military Sealift Command (MSC).

· Background in Maintenance & Repair of port equipment.

· Lean, Six Sigma, or other process improvement training.

Working Conditions:

· Required to climb and work at heights.

· Able to see and hear fast moving equipment while walking or driving on terminals and in yards.

· Ability to work in an environment with high level of noise.

· Ability to work on rotating shifts, days, nights, holidays, and weekends as needed.

· Requires physical ability to access ships, cranes, the yard and office space.

· The ability to use a computer/keyboard.

· The ability to climb up and down a ladder.

· The ability to work in changing hot and cold climates based on weather conditions.

· The ability to drive 50%.

· The ability to lift 30 pounds.
