About the Role

Description

The BPA Program Manager provides overall leadership, management, and accountability for the successful execution of a GSA Multiple Award Schedule Blanket Purchase Agreement (BPA) supporting the Federal Emergency Management Agency (FEMA), Continuous Improvement Division (CID). The BPA Program Manager serves as the primary contractor authority responsible for program governance, performance management, staffing, quality assurance, and delivery of services across all BPA call orders.

This role ensures that all work performed under the BPA is compliant with applicable federal acquisition regulations, GSA schedule requirements, and BPA terms and conditions, while delivering high-quality, timely, and cost-effective support services across FEMA’s disaster readiness, operations, continuous improvement, and program evaluation initiatives.


Key Responsibilities


BPA Oversight & Governance

The BPA Program Manager is responsible for the overall management and administration of the BPA throughout its period of performance, including base and option periods. This includes ensuring that all services are performed in accordance with BPA requirements and that no work is performed without proper authorization through issued call orders.

The BPA Program Manager establishes and maintains program governance structures, internal controls, and management processes to ensure consistent execution across multiple task areas and call orders. The role ensures alignment between contractor operations, BPA scope, and FEMA mission objectives.


Call Order Management & Execution

The BPA Program Manager oversees the planning, execution, and closeout of all BPA call orders. Responsibilities include coordinating the preparation of call order quotations, reviewing proposed technical approaches, validating labor category alignment, and ensuring proposed levels of effort and labor mixes are appropriate and compliant with BPA pricing schedules.

The role ensures timely mobilization of staff upon call order award and oversees execution to ensure work is delivered on schedule, within scope, and within authorized funding. The BPA Program Manager monitors call order performance, identifies risks or issues, and implements corrective actions as needed.


Program Management & Performance Monitoring

The BPA Program Manager provides integrated program management across all BPA task areas, which may include program management support, data collection and analysis, systems support, training and technical assistance, disaster readiness and operations, after-action reviews, and program consulting activities.

Responsibilities include monitoring program performance, tracking deliverables and milestones, and ensuring services meet quality, schedule, and performance expectations. The BPA Program Manager supports continuous improvement by identifying trends, risks, and opportunities for process optimization across BPA activities.


Quality Assurance & Compliance

The BPA Program Manager ensures contractor compliance with government quality assurance and surveillance requirements. This includes implementing and maintaining internal quality control processes aligned with applicable Quality Assurance Surveillance Plans (QASP) used to evaluate contractor performance.

The role supports inspections, reviews, and performance evaluations and ensures that identified deficiencies are addressed promptly and effectively. The BPA Program Manager is accountable for maintaining high performance ratings and supporting positive contractor performance assessments.


Staffing & Resource Management

The BPA Program Manager is responsible for ensuring that all personnel assigned under the BPA meet minimum qualification requirements and possess the appropriate skills, experience, and education to support call order requirements.

Responsibilities include workforce planning, staff allocation across multiple call orders, onboarding and offboarding personnel, and ensuring continuity of operations. The BPA Program Manager ensures adequate staffing coverage for all required work hours and maintains flexibility to support surge requirements when needed.


Financial Oversight & Reporting

The BPA Program Manager oversees financial management activities related to BPA performance, including monitoring labor utilization, tracking authorized hours, and ensuring alignment between technical progress and financial reporting.

The role supports accurate invoicing and billing in accordance with BPA and FEMA invoice instructions, ensuring that all billed costs are allowable, allocable, and properly documented. The BPA Program Manager supports reconciliation activities and responds to billing inquiries as required.


Stakeholder Coordination & Communication

The BPA Program Manager serves as the primary point of coordination between contractor leadership, program staff, and government stakeholders. Responsibilities include supporting regular program reviews, status meetings, and communications related to program performance, risks, and accomplishments.

The role ensures that communications are clear, timely, and aligned with approved program direction, and that contractor personnel properly represent their status as non-government personnel in all communications.

Requirements

  • Bachelor’s degree in Business, Public Administration, Emergency Management, Information Systems, or a related field
     
  • Twelve or more years of experience managing large federal programs, BPAs, or multi-task-order contracts
     
  • Demonstrated experience overseeing GSA Multiple Award Schedule contracts and BPA structures
     
  • Proven ability to manage multiple concurrent call orders and diverse service areas
     
  • Experience with federal acquisition regulations, GSA pricing structures, and contractor compliance requirements
     
  • Strong leadership, organizational, and risk management skills
     
  • Excellent written and verbal communication skills, including experience briefing senior government stakeholders
     

Preferred Qualifications

  • Experience supporting FEMA, DHS, or other federal emergency management or mission-support organizations
     
  • Experience managing programs involving disaster readiness, continuous improvement, or after-action reviews
     
  • Familiarity with quality assurance surveillance, performance evaluation, and CPARS processes
     
  • Project Management Professional (PMP) or equivalent certification
