Job Description

The Interface & AoR Manager ensures that all design work aligns with the requirements of relevant KSA government authorities, utilities, municipalities, regulators, and special jurisdictions.
They act as the single point of accountability for managing authority approvals pathways, securing external information and access, coordinating with multiple stakeholders, and ensuring requirements are fully integrated into the design schedule.

The role requires exceptional communication, coordination, and stakeholder management skills, bridging designers, client teams, authorities, and third-party entities to avoid delays, conflicts, and redesign.

 

 

Qualifications & experience

 

  • Bachelor’s degree in Engineering, Architecture, or Construction Management.

  • 8–15 years experience in design coordination, authority approvals, and stakeholder management in KSA or GCC.

  • Strong understanding of KSA regulations including: Saudi Building Code (SBC) Civil Defense requirements Municipal/Amana permit processes Utility company protocols (SEC, NWC, STC, etc.)

  • Proven track record managing multi-disciplinary design teams and complex approvals.

  • Experience with major development projects (e.g., giga-projects, large infrastructure, mixed-use developments).

  • Excellent verbal and written communication skills in English (Arabic is a strong advantage).

  • Proficient with CDE systems (Aconex, ACC, SharePoint).

Authority Liaison & Compliance Management

  • Act as the primary liaison with relevant KSA authorities such as:
    MOMRAH, Amana, Civil Defense, SEC, NWC, SWCC, MOT, Royal Commission bodies, SEVEN, MODON, RCJY, airports, telecom providers, and special economic zones.

  • Establish and maintain a full Authority Matrix outlining requirements, submission pathways, timelines, and dependencies.

  • Interpret authority guidelines, codes, and standards and ensure the design team is fully aware of all applicable regulations.

  • Ensure all design packages are aligned with Saudi Building Code (SBC) and other mandatory local authority regulations.

2. Interface Management Across Disciplines & Stakeholders

  • Coordinate multi-disciplinary interface points between architecture, structure, MEP, utilities, roads, infrastructure, landscape, BIM, and external agencies.

  • Lead cross-functional Interface Management Workshops to address clashes, dependencies, and information gaps.

  • Maintain and update the Interface Register, capturing all external touchpoints, required inputs, and resolution deadlines.

  • Ensure designers receive timely site data, surveys, load data, utility corridor details, connection points, and authority feedback.

3. Schedule & Submission Control

  • Create a complete Authority Submission Schedule, fully integrated with the master design program.

  • Track key milestones including: Permit submissions NOCs Preliminary approvals Final approvals Utility connection agreements

  • Highlight risks to the design manager and client early, providing mitigation actions and revised timelines.

  • Ensure designs are prepared in the correct format and level of detail required at each authority stage.

4. Client Engagement & Reporting

  • Advise the client on required engagements, expected authority reviews, and decisions needed at each design stage.

  • Prepare weekly and monthly Authority & Interface Status Reports, highlighting: Required submissions Outstanding actions Risks and blockers Achieved approvals/NOCs

  • Communicate complex authority requirements in clear, actionable terms for non-technical stakeholders.

5. Document & Information Management

  • Ensure all authority communications, minutes, and approvals are formally recorded in the CDE (Aconex, SharePoint, or equivalent).

  • Manage version control for authority comments and ensure designers incorporate feedback into revised submissions.

  • Maintain a clear audit trail of all interactions, decisions, and approvals.

6. Risk Identification & Mitigation

  • Identify approval risks early (e.g., incomplete information, unclear authority requirements, conflicting standards).

  • Develop mitigation plans in coordination with the PM and design team.

  • Monitor long-lead authority processes (e.g., power connections, environmental permits, traffic approvals).

7. Cross-Functional Collaboration

  • Work closely with: Design Leads (discipline heads) BIM Manager (for digital submissions) Planning Manager (for schedule alignment) QS/Commercial (for authority fees and cost impacts) Client PMO (for strategy and escalation)
