Position Overview: 

ANSER is seeking an associate level Action Officer / Business Operations Strategic Planner to provide Business Operations and Front Office Support within the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP) Global Investment and Economic Security Directorate (GIES). In this role you will provide Program Administration support, including GIES leadership with scheduling and execution of meetings, day-to-day business operations of the office, communication with program stakeholders, leadership correspondence, and Congressional task tracking.  

Day to Day Responsibilities: 

  • Support GIES executive leadership in all assigned areas, including oversight of industrial base initiatives, task forces, interagency efforts, and operational activities.
  • Provide executive administrative support to the GIES Principal Director, Chief of Staff, and Deputy Directors, including process and project administration, agenda and meeting management, scheduling, information management, logistics and travel coordination, and customer relationship management.
  • Deliver centralized business operations and executive secretariat support, including:
  • Managing correspondence control and coordinating/routing staffing packages for approval.
  • Performing quality assurance on products prior to dissemination.
  • Assisting government site/office managers with administrative and operational activities such as facilities and security management, visitor escorting, records management, personnel onboarding/offboarding, and communications.
  • Conduct business process management analysis by evaluating current GIES processes for effectiveness, identifying bottlenecks and problem areas, and recommending mitigation and streamlining actions.
  • Recommend and implement business process improvements, including:
  • Developing and maintaining standard operating procedures (SOPs) and operational guidance.
  • Developing and delivering business process and procedures training.
  • Establishing and maintaining mechanisms to track GIES taskers from initiation through closure.
  • Support financial management activities, including budget development and management, preparation and presentation of financial reports, expense monitoring and control, identification of cost-saving opportunities, compliance with financial regulations, risk assessment and mitigation, and alignment of financial practices with organizational objectives.
  • Analyze statutes and congressional actions for impacts on GIES and coordinate, consolidate, and draft responses to congressional letters, inquiries, and reporting requirements.

Required Qualifications: 

  • Active TOP SECRET/SCI eligible clearance
  • Bachelor’s degree 
  • 2 + years’ relevant business operations and front office experience 
  • Experience preparing and conducting business analyses and studies, needs assessments, requirements analysis/definition, and cost/benefit analyses to align business systems, solutions and initiatives.   
  • Experience assisting with or preparing forecasts, analyzing trends, and reporting regulations and business conditions.   
  • Experience assisting with the development and analysis of metrics, performance measurements, requirements, reports and recommendations related to management, organizational structure, policy/procedures and business systems.  
  • Experience identifying potential business risks, such as business performance, business and economic case analysis, internal control, and enterprise risk assessment. 
  • Understanding or experience of developing a working timeline, using industry best/proven practices to understand the problem and objective, collecting data, considering alternatives, and providing output or recommendations. 

 Preferred Qualifications: 

  • Strong interpersonal/social skills 
  • Exceptional written and verbal communication skills 
  • Demonstrated experience operating within the Department of Defense (DoD), the Industrial Base Policy or a similar, strategic-level staff environment 
  • Proven ability to brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers 
  • Experience supporting on-site implementation of project plans and process improvement initiates ensuring objectives are met. 
  • Professional certification as a Project Management Professional (PMP) a Lean Six Sigma (Green Belt or higher) or a recognized equivalent with a track record of driving successful process improvement initiatives.
