Job Title: Chief Safety, Security & Risk Officer

Home Office: Johnson County Office - Redbud (JCOR) with travel to all Arrowleaf sites.

Area of Focus: Administrative

Immediate Supervisor: Chief Executive Officer - Sherrie Crabb

Supervises: Safety & Security Staff

Hours of Work: Full-time 40 hour/week

FLSA Classification: Exempt

Minimum Qualifications: Bachelor’s Degree in Occupational Safety, Criminal Justice or related field required, master's degree is preferred. Minimum 5 years of experience in safety, security, risk management, or related field. Experience conducting investigations and incident reviews. Demonstrated proficiency with computer systems, training development, and presentation tools.

Preferred Qualifications: CPR/First Aid Instructor certification (or ability to obtain). Training or certification in (or ability to obtain) QPR or Mental Health First Aid. Prior experience in law enforcement, corrections, or emergency response strongly preferred. Experience in human services or healthcare settings. 

Skills & Knowledge: Strong leadership and accountability management; proficiency in Microsoft Office and operational software systems; strong organizational skills, documentation, and note-taking ability; excellent communication and follow-up. Knowledge of building systems and general carpentry principles; working knowledge of fleet operations and vehicle maintenance; ability to manage projects from planning through completion; strong problem-solving and decision-making skills.

Special Requirements: Must be available as a primary on-call resource; must be available for after-hours, weekend, and emergency response; must be 21 years of age or older; ability to regularly travel to all agency sites when appropriate; must complete and maintain the required registry clearance and criminal fingerprint background checks; maintain First aid & CPR certification; must have a valid driver’s license and proof of vehicle liability insurance; must obtain and maintain CPR/First Aid Instructor, QPR or Mental Health First Aid certifications. 


Leadership & Role Expectations: The Chief Safety, Security & Risk Officer (CSSRO) serves as the executive leader responsible for Arrowleaf’s enterprise-wide safety, security, and risk management strategy. This role ensures a proactive, compliant, and trauma-informed approach to protecting staff, clients, and visitors across all programs and locations. The CSSRO leads workplace violence prevention, emergency preparedness, internal investigations, and organizational risk mitigation efforts. This position serves as a primary on-call resource to the leadership team for critical incidents and emergencies. The CSSRO works in close collaboration with Human Resources to develop and implement the agency’s risk management plan, including developing assigned sections and ensuring all responsibilities are carried out timely and efficiently. This role also collaborates closely with the Director of Facilities & Fleet Operations to ensure all facilities and fleet systems are safe, compliant, and prepared.

Job duties include, but are not limited to:
  • Enterprise Safety & Risk Leadership

    • Lead the development and implementation of the agency-wide risk management and safety strategy
    • Ensure compliance with CARF, IDHS, and other regulatory standards
    • Collaborate with Human Resources to develop, maintain, and execute the agency’s risk management plan, including assigned components
  • Training & Workforce Development
    • Develop and deliver agency-wide safety trainings, including:
      • CPR/First Aid (as certified instructor)
      • Workplace violence prevention
      • QPR (Question, Persuade, Refer) or Mental Health First Aid
    • Create and maintain training materials and curriculum using strong computer and presentation skills
    • Track and ensure compliance with all required staff certifications
  • Emergency Preparedness, Disaster Planning & Recovery
    • Lead disaster planning and recovery efforts across all locations
    • Oversee emergency response plans and coordinate agency-wide drills
    • Ensure continuity of operations planning (COOP) is established and functional
    • Conduct after-action reviews, debriefings, and implement improvements
  • Internal Investigations & Incident Oversight
    • Lead and document internal investigations
    • Ensure compliance with OIG reporting requirements and timelines
    • Provide guidance to leadership on incident response and corrective actions
  • Security Systems & Risk Prevention
    • Oversee security cameras, surveillance systems, and access controls
    • Identify risks and implement preventative safety strategies
  • Facility & Fleet Safety Collaboration
    • Partner with the Director of Facilities & Fleet Operations to ensure:
      • AED readiness and compliance
      • Fire marshal and life safety compliance
      • Smoke detectors, alarms, and suppression systems
      • Locks, access control, and surveillance systems
  • Emergency Response & Leadership Support
    • Serve as on-call support for leadership during emergencies
    • Provide real-time consultation and direction during high-risk situations

Salary Range: $70,784 - $95,569 (pay is dependent on education level and credentials).
