JOB SUMMARY:  The Psychiatric Provider, licensed as a Physician, Physician Associate, or Psychiatric Mental Health Nurse Practitioner (PMHNP), will independently provide comprehensive outpatient psychiatric care to adults within the Jefferson County Certified Community Behavioral Health Clinic (CCBHC). The Psychiatric Provider will independently conduct psychiatric evaluations, develop treatment plans, prescribe medications, and offer therapeutic interventions with a focus on evidence-based, patient-centered care. This role requires strong collaboration with a multidisciplinary team to ensure holistic and integrated behavioral health care for patients. 

ESSENTIAL FUNCTIONS: 

  1. Clinical Care Delivery:  
  2. Psychiatric Assessment: Performs thorough psychiatric evaluations, including history taking, mental status examinations, risk assessments, and diagnostic formulation. Assesses patients for mental health disorders, substance use disorders, and comorbidities; 
  3. Diagnosis and Treatment Planning: Develops differential diagnoses and formulates comprehensive, individualized treatment plans, which may include pharmacological and non-pharmacological interventions; 
  4. Medication Management: Prescribes and manages medications to treat psychiatric conditions, ensuring safe and effective use. Monitors for therapeutic effectiveness and side effects, adjusting treatment as needed; 
  5. Therapeutic Interventions: Provides brief psychotherapeutic interventions, such as Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), and supportive therapy, especially for patients with mild to moderate mental health conditions; 
  6. Crisis Intervention: Manages acute psychiatric crises, including risk assessments for suicide, self-harm, and violence. Coordinates appropriate emergency interventions, such as hospitalization or referral to a higher level of care when needed; 
  7. Follow-Up and Monitoring: Conducts regular follow-up appointments to monitor progress, adjusts treatment plans, and provides ongoing support. Ensures continuity of care, particularly for chronic mental health conditions; 
  8. Scope of Practice: Provides patient care within the scope of practice as defined by this job description, generally accepted standards of care, and the provider’s state licensing board. 
  9. Collaboration and Team-Based Care: 
  10. Multidisciplinary Collaboration: Works closely with the clinic’s mental health team, including other psychiatric providers, social workers, therapists and mental health counselors, substance use disorder clinicians, case managers, and others. Actively participates in case conferences, clinical supervision, and team meetings to develop cohesive care plans; 
  11. Consultation and Referrals: Provides consultation to primary care and other clinic staff regarding psychiatric care. Facilitates appropriate referrals to other medical specialties, social services, or community-based resources as needed; 
  12. Supervision and Mentorship: Depending on experience, provides clinical supervision or mentoring to nursing staff as well as students and interns rotating through the clinic. 
  13. Patient Education and Advocacy: 
  14. Education: Educates patients and their families about psychiatric conditions, treatment options, medication side effects, and coping strategies. Promotes adherence to treatment plans and healthy lifestyle changes; 
  15. Advocacy: Advocates for patients within the healthcare system, ensuring access to necessary services, appropriate follow-up, and addressing barriers to care such as social determinants of health. 
  16. Administrative Duties: 
  17. Documentation: Maintains comprehensive, timely, and accurate clinical documentation using the clinic’s electronic health record (EHR) system. Ensures documentation meets legal, regulatory, and agency requirements; 
  18. Quality Improvement: Participate in ongoing quality improvement initiatives, data collection, and reporting related to patient outcomes, treatment adherence, and clinic workflows; 
  19. Compliance: Ensure compliance with state and federal regulations, clinic policies, and professional practice standards, including HIPAA, DEA regulations, and licensing board requirements; 
  20. Additional duties upon approval of employee, the Director of Psychiatric Services, the CCBHC Medical Director, and/or the Chief Medical Officer.

  7. Ensures that any required certifications and/or licenses are kept current and renewed timely; 
  8. Works independently and collaboratively as a positive member of the BestCare team; 
  9. Performs other organizational duties as assigned. 

Requirements

 

QUALIFICATIONS: 

LICENSES, CERTIFICATIONS, EDUCATION AND EXPERIENCE: 

Physicians:  

  • Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) degree from an accredited medical school 
  • Active, current Oregon medical license 
  • Board certification in Psychiatry by the American Board of Psychiatry and Neurology 

Physician Associates (formerly Physician Assistants):  

  • Master’s degree in Physician Assistant Studies, Medical Science, or equivalent  
  • Active, current Oregon license as a Physician Associate 
  • Board certification as a Physician Assistant from the National Commission on Certification of Physician Assistants (NCCPA) 
  • Certificate of Added Qualifications in Psychiatry from the NCCPA. 

Psychiatric Mental Health Nurse Practitioners:  

  • Active, current license to practice as a PMHNP in the State of Oregon 
  • Board certification as an Adult or Lifespan PMHNP 

All Psychiatric Providers: 

  • Current DEA registration to prescribe controlled substances 
  • Current Basic Life Support (BLS)/CPR Certification 
  • For individuals in recovery from a substance-use disorder, must have maintained continuous recovery for the previous two years at the time of hire 

PREFERRED: 

  • Additional training or certification in the treatment of substance use disorders, including Medication Assisted Treatment 
  • One year of experience providing direct psychiatric care in an outpatient setting is preferred, but new graduates with relevant clinical training will be considered 
  • Experience working with diverse, multi-cultural communities preferred 
  • Bilingual in English/Spanish strongly preferred 

REQUIRED COMPETENCIES:   
Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period:  

  • Ability to establish rapport with patients from diverse backgrounds, communicate empathetically, and navigate sensitive conversations regarding mental health, substance use disorders, and stigma. 
  • Strong clinical judgment in assessing patient risk, making appropriate referrals, and balancing medical and psychiatric needs. 
  • Proficiency in MS Office 365 (Word, Excel, Outlook), EHR systems, databases, virtual meeting platforms, internet, and ability to learn new or updated software 
  • Strong interpersonal and customer service skills, and demonstrated compassion towards individuals with mental illness and substance abuse disorders 
  • Strong communication skills (oral and written). 
  • Strong organizational skills and attention to detail, accuracy, and follow-through. 
  • Excellent time management skills with a proven ability to meet deadlines. 
  • Critical thinking skills. 
  • Ability to maintain strict confidentiality as required by HIPAA, 42 CFR, and Oregon Administrative Rules and Revised Statutes. 
  • Ability to build and maintain positive, collaborative professional relationships. 
  • Ability to function well and use good judgment in a high-paced and at times stressful environment. 
  • Ability to manage conflict resolution and anger/fear/hostility/violence of others appropriately and effectively. 
  • Ability to work effectively and respectfully in a diverse, multi-cultural environment.
