Summary
Parkview Services is seeking a mission-driven Affordable Housing Program Manager to support and coordinate affordable housing development, preservation, property operations, and related program activities serving extremely low-income individuals with intellectual and developmental disabilities (IDDs).
The Affordable Housing Program Manager works closely with the Executive Director, Affordable Housing Program Director, development consultants, contractors, funders, property managers, and service providers to help advance Parkview’s scattered-site affordable housing portfolio and related development initiatives.
This position requires strong organizational skills, project coordination ability, relationship management, and a commitment to advancing inclusive community-based housing solutions.

Parkview currently owns and manages affordable housing across multiple counties and continues to expand its housing preservation, acquisition rehabilitation, and development activities
Essential Duties and Responsibilities:
Affordable Housing Development Coordination
- Assist in coordinating affordable housing acquisition, rehabilitation, preservation, and development projects.
- Support project timelines, permitting, environmental review, and due diligence activities.
- Coordinate with architects, engineers, contractors, consultants, funders, and government agencies.
- Assist with preparation and submission of funding applications, reports, reimbursement requests, and compliance documentation.
- Track project milestones, budgets, contracts, and regulatory requirements.
Property and Portfolio Support
- Support oversight of Parkview’s scattered-site affordable housing portfolio.
- Ensure compliance with local, state and federal landlord-tenant laws
- Oversee lease-up and lease renewal activities
- Coordinate maintenance, rehabilitation, accessibility, weatherization, and capital improvement activities.
- Assist in monitoring property conditions and deferred maintenance needs.
- Help coordinate occupancy transitions, inspections, and contractor access.
Program Administration
- Maintain organized project and program files.
- Assist with grant compliance, reporting, and contract management.
- Support budgeting and tracking of project expenditures.
- Participate in meetings with funders, community partners, and internal staff.
Relationship and Community Engagement
- Help maintain productive relationships with public funders, nonprofit partners, contractors, and community stakeholders.
- Support collaboration with organizations serving people with intellectual and developmental disabilities.
- Represent Parkview Services professionally in meetings and community settings.
Requirements
Required Qualifications
- Commitment to Parkview Services’ mission and values.
- Experience coordinating projects, programs, housing activities, construction activities, or related work.
- Strong organizational and communication skills.
- Ability to manage multiple priorities and deadlines.
- Proficiency with Microsoft Office and standard business software.
- Ability to work collaboratively with diverse stakeholders.
Preferred Qualifications
- Experience in affordable housing, nonprofit housing development, property management, social services, construction coordination, or public funding programs.
- Familiarity with Washington State affordable housing programs, including Housing Trust Fund or local housing funding systems.
- Experience working with individuals with intellectual and developmental disabilities or other vulnerable populations.
- Knowledge of rehabilitation, preservation, weatherization, or accessibility modification projects.
- Experience with grant-funded programs and reimbursement systems.
Physical Requirements
- Ability to travel periodically to project sites and meetings.
- Ability to inspect residential properties, including navigating stairs and uneven surfaces when necessary.
- Ability to lift up to 25 pounds occasionally.
Work Location
This position is primarily based in Parkview’s Lynnwood office. Some travel to property locations is required. There is the opportunity for hybrid work after initial training period.
