The Senior Analyst Manager leads a multidisciplinary team responsible for delivering Federal data analytics, reporting, evaluation, visualization, and project management support for a complex disability programs environment. This position manages analysts, data specialists, reporting staff, quality reviewers, and technical support personnel who work across statistics, data science, program evaluation, qualitative analysis, business intelligence, data visualization, and recurring Federal reporting.
The role is responsible for organizing and directing work across multiple programs, datasets, reporting cycles, deadlines, and stakeholder groups. This includes managing the collection, cleaning, validation, analysis, visualization, documentation, and presentation of program data used for oversight, performance measurement, statutory reporting, leadership briefings, Congressional inquiries, budget justifications, dashboards, and decision-support products.
The Senior Analyst Manager must keep a highly involved operation moving without sacrificing accuracy, timeliness, accessibility, or defensibility. This includes assigning and monitoring staff work, managing simultaneous priorities, resolving data quality and reporting issues, reviewing deliverables, coordinating with Government stakeholders, supporting urgent data calls, and ensuring that analytic products are clear, well-documented, and suitable for both technical and non-technical audiences.
The ideal candidate has hands-on experience supporting Federal data analytics and reporting programs of similar size and complexity, along with the project management discipline and technical judgment needed to lead a fast-moving team through routine reporting requirements, high-visibility requests, and evolving Government priorities.
Key Responsibilities:
- Lead and manage a multidisciplinary team of analysts, data specialists, reporting staff, quality reviewers, and technical support personnel.
- Oversee Federal data analytics, reporting, evaluation, business intelligence, visualization, and project coordination activities across multiple programs and reporting cycles.
- Assign work, monitor progress, manage competing priorities, resolve issues, and ensure timely completion of high-quality deliverables.
- Oversee the collection, cleaning, validation, analysis, documentation, and reporting of program data from approved systems and authorized sources.
- Direct the development of data tables, dashboards, charts, statistical analyses, qualitative summaries, briefing materials, narrative reports, and decision-support products.
- Manage recurring and ad hoc reporting activities, including Program Performance Reports, State Plans, Annual Work Plans, performance measures, Congressional inquiries, budget justifications, leadership briefings, and urgent data calls.
- Establish and enforce quality assurance procedures to ensure datasets, analyses, reports, dashboards, and other deliverables are accurate, consistent, defensible, accessible, and ready for Government review.
- Coordinate with CORs, Government leadership, program offices, technical teams, system owners, grantees, and other authorized stakeholders to clarify requirements, resolve data issues, and support reporting needs.
- Ensure work products comply with applicable Federal security, privacy, records management, Section 508, accessibility, documentation, data handling, and timeliness requirements.
- Maintain project management documentation, including work plans, schedules, deliverable trackers, risk and issue logs, meeting summaries, quality control records, and transition materials.
Requirements
- Bachelor’s degree in statistics, data science, mathematics, public policy, program evaluation, social sciences, business analytics, information systems, or a related field. Master’s degree preferred but not required
- Minimum of 10 years of relevant professional experience, including at least 5 years managing Federal data analytics, reporting, evaluation, performance measurement, or business intelligence programs or teams.
- Demonstrated expertise in statistics, data science, program evaluation, qualitative analysis, business intelligence, data visualization, and project management.
- Relevant experience supporting Federal data analytics and reporting programs of similar size and complexity.
- Experience managing multidisciplinary teams, assigning work, monitoring performance, managing workload, resolving issues, and maintaining continuity across multiple simultaneous tasks and deadlines.
- Experience developing or overseeing data tables, dashboards, visualizations, statistical analyses, qualitative summaries, narrative reports, briefing materials, and decision-support products for Federal audiences.
- Strong knowledge of data management and quality assurance practices, including data cleaning, validation, standardization, documentation, version control, metadata, reproducibility, and review of analytic outputs.
- Experience supporting Federal reporting products such as Program Performance Reports, State Plans, Annual Work Plans, performance measures, Congressional inquiries, budget justifications, or leadership-level data requests.
- Ability to communicate complex quantitative and qualitative findings clearly to technical and non-technical audiences through plain-language writing, visualizations, briefings, and stakeholder discussions.
- Familiarity with Federal security, privacy, records management, Section 508, accessibility, and data protection requirements applicable to Government systems, data, and deliverables.
- Ability to complete required information security, privacy, and records management training and comply with applicable background investigation, suitability, HSPD-12, and PIV requirements.
