About The Company
The Virginia Spaceport Authority, a political subdivision of the Commonwealth of Virginia, owns and operates the Mid-Atlantic Regional Spaceport (MARS). This spaceport includes four launch pads, an Unmanned Aircraft Systems (UAS) Airfield, a Payload Processing Facility (PPF), and an Integration and Control Facility (ICF). These facilities are located on the Eastern Shore of Virginia at Wallops Island.
About the Role

General Description: 


This position oversees and coordinates projects of all differing levels. This includes construction projects for the expansion, improvement, and major modifications to VSA infrastructure, and cradle-to-grave coordination of permits and approvals for assigned projects. Responsible for managing cost, schedule and performance of assigned projects. Responsible for compliance with applicable licenses, regulations, and directives in the conduct of assigned projects. Position requires a strong, technically-orientated construction management background which is performed with minimal direction. Works directly with customer, support contractors, and VSA technical and management staff in a team environment to ensure the delivery of projects on-time, within cost budgets, and quality/performance requirements.


Responsibilities and Duties:  

  1. Lead project stakeholders, engineers, and technical staff on major projects, providing necessary management and support to assure technical, cost, and schedule deliverables.
  1. Work directly with the customer, support contractors, and VSA management/technical staff to ensure all projects are completed according to requirements.
  1. Ensure all plans, specifications, safety policies, and environmental procedures are implemented and followed throughout entire span of project to ensure compliance and satisfaction with all VSA customers. 
  1. Generate project activity schedules, track activity progress against schedule, develop cost budgets for projects, track project costs, ensure performance and quality metrics are met, and provide reports.
  1. Manage and coordinate obtaining all required permits and approvals for the conduct of assigned projects and ensure compliance with all applicable laws, regulations and directives in the conduct of those projects.                                                                            
  1. Conduct frequent field inspections and reviews of project activities to assess conformance with design and operational requirements and to identify deficiencies.  Make formal reports of findings for inspections and reviews.                                   
  1. Responsible for the completion of assigned projects safely and efficiently within allocated budget/schedule in accordance with MARS safety, quality assurance, cleanliness, and certification policies and requirements. 
  1. Perform other duties as assigned. 



EMPLOYMENT STANDARDS


General Education:


College:  Bachelor or Associate Degree Preferred

Major:     Project Management or related field



Job-Related Experience:  

At least five years of direct, practical work experience with project or construction management is preferred.  

An equivalent combination of training/certifications (PMP, OSHA Certifications, etc.) and experience may substitute for a degree.  

Certifications: None required. Project Management Professional (PMP) or OSHA Certifications preferred.

 

Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.


CONDITIONS OF EMPLOYMENT


Knowledge: 

Comprehensive knowledge of project management-related laws and policies as well as familiarity with construction of civil/structural/mep disciplines. 


Skills: 

  • Effective verbal and written communication skills                   
  • Organization and attention to detail                      
  • Proficient with Microsoft Office or related programs 
  • SharePoint experience preferred

Abilities: 

  • Time management with a proven ability to meet deadlines.           
  • Demonstrates high professionalism in dealing with confidential and sensitive issues.
  • Ability to translate complex technical or construction-related details in clear, actionable information for senior leadership. 

Physical Demands:  

Work is light requiring lifting of computer equipment and involves typical office behaviors. Site inspections and walkdowns will be required, therefore ability to walk, kneel, or crouch may be required. 


Work Environment: Work is performed in a typical office setting with site walkdowns and inspections being performed outdoors on typical construction site.


Must be able to obtain and maintain eligibility for issuance of a NASA credential.


Must be able to pass a pre-employment background check and drug test.
