Job Posting: Utilities Operator

The City of Independence is seeking a dedicated and skilled Utilities Operator to join our Utilities Department. This full-time, non-exempt position reports to the Utilities Department Director. The Utilities Operator performs essential work in the construction, repair, and maintenance of the city’s water supply and distribution systems.

Position Summary

Under general supervision, the Utilities Operator performs routine and skilled work—both manual and equipment-assisted—to construct, maintain, and repair components of the city water and sewer systems. This position also provides support for emergency operations and collaborates with internal staff, contractors, and the public.

Essential Job Duties

  • Operate various power tools and light/heavy equipment.
  • Make taps under pressure into larger mains.
  • Perform pipe laying, cutting, and water system maintenance tasks.
  • Build and repair water system facilities, including emergency repairs.
  • Assist in locating and repairing water leaks.
  • Install and repair valves, hydrants, meters, and pipes of all sizes.
  • Load/unload materials and maintain equipment, buildings, and grounds.
  • Operate specialized equipment during emergency situations as needed.
  • Assist with light mechanical repairs and maintenance.
  • Maintain responsibility for tools, vehicles, and equipment.
  • Report issues with equipment, vehicles, or personnel to the Utilities Director.
  • Communicate with utility companies, contractors, service providers, and customers.

Knowledge, Skills, and Abilities

  • Knowledge of materials, tools, and methods used in water system installations and repairs.
  • Knowledge of meters, valves, taps, and hand tools.
  • Understanding of occupational hazards and safety precautions.
  • Ability to perform heavy manual labor, including lifting, standing, and digging in varied environmental conditions.
  • Ability to follow verbal and written directions with accuracy.
  • Ability to work independently or as part of a team.
  • Strong communication and relationship-building skills with coworkers and the public.
  • Knowledge of OSHA and other safety standards.
  • Ability to read and interpret technical information, operating manuals, laws, and regulations.
  • Commitment to attending required training and maintaining necessary certifications.
  • Ability to work safely in environments with extreme temperatures, odors, toxic agents, noise, dirt, and dust.

Entry Requirements

Education/Training:

  • High School Diploma or equivalent.
  • Completion of 20 hours of continuing education in approved public works–related courses.

Experience:

  • One year of related work experience, OR
  • Equivalent education, training, and experience.

Licenses/Certifications:

  • Valid State of Iowa Class B Commercial Driver’s License with airbrakes (or ability to obtain within 6 months).
  • Ability to obtain an Iowa Grade I Wastewater Treatment Certification within 3 years and maintain thereafter.

Other Requirements:

  • Post-offer physical examination per employee handbook.
  • Drug testing as allowed by state law.

Work Environment / Schedule

  • Typically 40 hours per week, Sunday through Saturday.
  • Additional hours or schedule changes may be required with minimal notice based on operational needs.
