The City of Lake Worth Beach invites qualified individuals to apply for the Business System Analyst position.
This Full-Time, Exempt position is based on a 40-hour work week with a pay rate of $61,065- $80,730.
This position is part of the Public Employees Union (PEU) collective bargaining agreement. The individual in this position will work out of 120 North G Street, Lake Worth Beach, FL 33460.

JOB SUMMARY:
The Business System Analyst position is a highly technical and professional position involving business analysis, process mapping, requirements definition and application administration such as configuration, setup and user security. This position reports to the Director of Information Technology.
This person will analyze, design, and optimize business systems, processes, and workflows to enhance efficiency and ensure smooth integration between business requirements and technical solutions. Must have a strong background in business and systems analysis, along with project management experience.

- Work with departments to analyze business information, existing procedures, processes and workflow to develop and implement productivity and service enhancements as well as assist in the exploration and recommendation of alternative solutions and methods of operation.
- Identifies and designs process improvements in relationship to software applications and related workflow processes and approvals.
- Build and maintain strong working relationships with all City departments to ensure accurate planning and coordination of information technology software systems and subsystems in accordance with City of Lake Worth Beach Ordinances, goals and objectives.
- Provide application and business expertise; to assist in the formulation, implementation and evaluation of system enhancements, third-party software applications and development tools where applicable.
- Coordinate the implementation, technical writing and user training activities associated with system changes and/or new system development efforts.
- Create and maintain complete documentation for data and business models.
- Provide support to end users on a variety of issues. Troubleshoot issues with existing or developed systems and works with appropriate resources to resolve them.
- Respond to telephone calls, email, and staff requests for application support.
- Track and monitor problems to ensure timely resolution.
- Create advanced queries and reports on various data sources to detect errors and missing information.
- Develop/maintain test scripts and conduct thorough testing of new and modified applications prior to implementation.
- Supports and/or develops custom reports; assists in analyzing data reporting requirements.
- Administer application security, configuration, maintenance and setup.
- Work with the Information Technology Manager and Senior Systems Analyst in applying upgrades and patches to software applications. Provide supervisor with progress/status updates on a regular basis, escalating scheduling delays or other conflicts.
- Must be able to work in a team environment collaboratively with members of the City’s IT Department, technology providers, and contractors to ensure systems documentation, technical peer review and cross training consistent with business continuity needs, and installation/maintenance of systems’ cyber-security protections.
- Responsible for implementing and maintaining industry and technology best practices including NIST, CISA.
RESPONSIBILITIES:
- Provide technical expertise and recommendations in assessing new projects and initiatives to support and enhance the existing systems.
- Provide database administration for live and test environments.
- Identify opportunities that can improve efficiency of business processes.
- Develop requests for outside services and participate in the process of selecting external service providers as needed to support the department.
- Manage contractors and consultants as needed to execute projects. Investigate and resolve application functionality related issues.
- Coordinate application deployment for multiple projects.
- Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements.
- Analyze and identify data integrity issues with existing and proposed systems and implement solutions. Produce technical documentation and procedures for new and modified system platforms.
QUALIFICATIONS:
This position requires a Bachelor's degree in Computer Science/Technology, Information Systems, or a related field, supplemented by at least three (3) years of related working experience in Information Technology or a related area — or an equivalent combination of formal education and working experience totaling approximately seven (7) years.

- Working knowledge of popular enterprise-class server operating systems, relational databases, enterprise technology hardware, platform virtualization, and client-server concepts, with the experience and judgment to plan system evolutions that support and integrate with operating departments' needs.
- In-depth knowledge of business applications and functional operations, with the ability to thoroughly analyze existing processes.
- Ability to conduct functional analysis, detail and document system requirements, evaluate third-party software applications, and implement new systems.
- Ability to analyze and interpret data and solve problems.
- Ability and experience managing and supporting medium-to-large-sized enterprise resource planning (ERP) systems.
- Ability to effectively establish task and project priorities.
- Ability to read and comprehend technical and business material to stay abreast of technology trends and changes.
- Ability to learn new methods, procedures, and operations.
- Ability to utilize MS Office applications and integrate with other application systems.
- Ability to plan and direct the work of others.
- Ability to work independently and as part of a team, depending on the assignment or situation.
- Ability to establish and maintain effective working relationships with employees, supervisors, other City departments, and the general public.
- Ability to communicate effectively, both orally and in writing.
- Knowledgeable in the principles of leadership and training.

- Experience in the development and implementation of standards, procedures, and guidelines to support operational processes.

- Willingness to work occasionally outside normal business hours to respond to and support IT issues and system upgrades/modifications.

- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), Microsoft Visio, Adobe Acrobat, and standard internet browsers (Chrome, Edge).
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in Computer Science/Technology, Information Systems, or related field supplemented by (3) three years of related working experience, or an equivalent combination of formal education and related working experience. Experience with organizational change management, performance metrics, business process mapping and/or modeling, workflows, and data analysis.
- Experience with local government applications is preferred.
- Experience with CentralSquare Finance Enterprise preferred.
- Experience with CentralSquare Enterprise Asset Management preferred.
- Experience with CentralSquare Community Development preferred, (formerly known as Track-IT).
- Experience with CentralSquare Naviline preferred, (formerly known as HTE Naviline).
CERTIFICATES, LICENSES, REGISTRATIONS:
- Maintain current Florida driver’s license.
- MCSE, CompTIA, A+, Network+, and Security+ certifications are a plus.
