About The Company
The District of Columbia Housing Finance Agency is a uniquely created and organized financial intermediary and administrator of affordable housing programs and homeownership resources in the District of Columbia. Through its Multifamily Lending and Neighborhood Investment and Capital Markets divisions, DCHFA issues tax-exempt mortgage revenue bonds to lower the developers’ costs of acquiring, constructing and rehabilitating rental housing. The Agency offers private for-profit and non-profit developers low-cost predevelopment, construction and permanent financing that supports the new construction, acquisition, and rehabilitation of affordable rental housing in the District. DCHFA’s Single Family Programs division creates homeownership opportunities in the District by providing low-cost single family mortgages and down payment assistance, made possible through the issuance of mortgage-backed securities. The Agency offers a variety of programs for current and potential homeowners with the goal of expanding and retaining homeownership opportunities in the District.
About the Role

Description

 POSITION SUMMARY:

The position is responsible for the development of new housing investment product (HIP), financing initiatives and the innovation of existing DCHFA housing finance products. He/She will create programs that support the creation and preservation of affordable housing units in the District of Columbia. The position will work with both internal partners and external partners to identify opportunities for innovation in the areas of product development, structuring and funding. 

Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Develop and execute the strategic vision, goals, and investment priorities for the HIP Fund in alignment with Agency objectives.

· Build and maintain collaborative relationships with developers, investors, lenders, public agencies, community organizations, and other stakeholders to advance the Agency's investment objectives

· Identify opportunities to leverage Agency investments to attract additional public and private capital and expand the Fund's investment capacity

· Design innovative investment products, capital structures, financing initiatives, and partnership models that leverage Agency balance sheet resources, bond financing capacity, and private investment capital, and advance innovation in existing Agency housing finance products

· Develop strategies that cultivate and strengthen emerging developers through equity participation, strategic partnerships, and access to capital

· Collaborate with internal teams to develop and execute financial models and investment structures

· Manage the investment process from origination to closing, including underwriting, due diligence and legal documentation

· Direct the development of portfolio performance dashboards, investment reports, and impact metrics that support executive decision-making and Board reporting

· Represent the Agency at industry events and conferences to promote investment in the Agency’s affordable housing programs

· Lead and mentor a team of business development professionals to achieve departmental goals and objectives

· Serve as the strategic thought partner to the Senior Vice President of MLNI in shaping the Agency's equity investment strategy and advancing innovative approaches to neighborhood investment and wealth creation

· Collaborate with Multifamily Lending, Asset Management, Finance, Legal, and other Agency departments to ensure successful execution of investment activities

· Performs other duties as assigned


KNOWLEDGE AND QUALIFICATIONS:

· Bachelor’s Degree in Business, Real Estate, or another related field or equivalent professional experience

· Advanced Degree in Business, Finance, Real Estate Development, or related field or equivalent experience is preferred

· 5-7 years of experience in real estate development, real estate finance or private equity

· 5+ years of experience working with a Housing Finance Agency or Public Finance Institution, Investment banking or 

consulting preferred

· Knowledge of investment portfolio management, capital markets, financial modeling, valuation methodologies, equity investment structures, joint venture partnerships, fund governance, and investment due diligence

· Knowledge of affordable housing market forces — including general real estate principles, supply-and-demand economics, multifamily demand drivers, neighborhood investment strategies, emerging developer ecosystems, and community development finance

· Understanding of federal, state, municipal code, regulations; contract law; business entity structure and real estate law; and construction principles

· Strong financial modeling and analytical skills, with the ability to synthesize complex financial information into sound investment recommendations.

· Exceptional negotiation, communication, presentation, and relationship management skills.

· Demonstrated ability to establish effective working relationships with executive leadership, developers, investors, financial institutions, public agencies, community organizations, and other strategic stakeholders.


 

This is a hybrid position based in Washington, DC.    Relocation assistance will not be provided.
