Manager, Public Sector Strategic Consulting Team (Monitor Deloitte)

Managing and leading strategic projects and implementing change processes in public, governmental, and social-sector organizations—from defining the challenge, through research and analysis of diverse information sources to formulate recommendations, and on to implementation and measurement, including developing workplans. The role requires managerial experience leading a team, as well as working with and mobilizing clients, stakeholders, and senior executives.

What you’ll do in practice:

• Lead end-to-end strategic and planning processes in a complex public-sector environment with many stakeholders.
• Work on an ongoing basis with senior leadership teams, CEOs/Directors-General, steering committees, and policy makers.
• Manage research processes based on qualitative and quantitative sources, guide consulting teams, and translate complex analyses into decisions, priorities, and actionable roadmaps.
• Develop strategic plans, business cases, and decision-support models for public policy (ROI, SROI, scenarios, and more).
• Facilitate workshops and joint thinking processes, including managing cross-system processes and partnerships with multi-actor interests.
• Manage and lead consulting teams—quality, timelines, budget, and professional development.

What we’re looking for:

• Proven experience leading policy and strategy processes in the public and/or social sector, in Israel and/or internationally.
• Experience leading teams and providing professional mentorship, with an emphasis on managing diverse research efforts.
• Ability to build trust and influence with senior leadership and executives.
• Sharp strategic thinking; ability to ask the right questions; breadth and depth of perspective.
• Strong analytical capabilities: alternative analysis, models, scenarios, and impact evaluation.
• Execution orientation: translating strategy into workplans, implementation mechanisms, and metrics.
• Strong communication and public speaking/presentation skills.
• Ability to work amid uncertainty and under regulatory, public, and political constraints.

Requirements

Requirements:

• Bachelor’s degree — required
• Master’s degree — an advantage
• More than 4 years of management experience and/or experience in strategic consulting and planning roles in leading organizations
• Proven experience leading projects (in strategy / research / knowledge development, etc.), managing teams, and working with senior management
• Strong interpersonal skills and ability to work in a team

תיאור התפקיד – מנהל/ת בצוות הייעוץ האסטרטגי למגזר הציבורי ב-Monitor Deloitte 

ניהול והובלה של פרויקטים אסטרטגיים והטמעה של תהליכי שינוי בגופים ציבוריים, ממשלתיים וחברתיים– משלב הגדרת האתגר, דרך מחקר ואנליזה של מקורות מידע שונים לטובת גיבוש המלצות, ועד ליישום ומדידה, ופיתוח תוכניות עבודה. התפקיד דורש ניסיון ניהולי בהובלת צוות; עבודה ורתימה של לקוחות, בעלי-עניין ובעלי תפקידים בכירים 

מה עושים בפועל: 

• הובלת תהליכים אסטרטגיים ותהליכי תכנון מקצה־לקצה בסביבה ציבורית מורכבת ורבת בעלי-עניין. 
• עבודה שוטפת מול הנהלות בכירות, מנכ״לים, ועדות היגוי וקובעי מדיניות. 
• ניהול תהליכי מחקר על בסיס מקורות איכותניים וכמותניים, תוך הנחיית צוותי יועצים, ותרגום ניתוחים מורכבים להחלטות, סדרי עדיפויות ומפות דרכים יישומיות. 
• פיתוח תכניות אסטרטגיות, Business Cases ומודלים תומכי החלטות מדיניות (ROI, SROI, תרחישים, ועוד). 
• הנחיית סדנאות ותהליכי חשיבה משותפים, כולל ניהול תהליכים ושותפויות עם אינטרסים רב מערכתיים. 
• ניהול והובלת צוותי ייעוץ – איכות, לו״ז, תקציב ופיתוח מקצועי. 

מה אנחנו מחפשים: 

• ניסיון מוכח בהובלת תהליכי מדיניות ואסטרטגיה במגזר הציבורי/חברתי, בישראל ו/או בזירה הבינלאומית. 
• ניסיון בהובלת צוותים וחניכה מקצועית, בדגש על ניהול תהליכי מחקר מגוונים. 
• יכולת בניית אמון והשפעה מול הנהלות ובעלי תפקיד בכירים . 
• חשיבה אסטרטגית חדה, יכולת לשאול שאלות, ראיית עומק ורוחב. 
• יכולות אנליטיות גבוהות: ניתוח חלופות, מודלים, תרחישים והערכת השפעה. 
• מוכוונות לביצוע: תרגום אסטרטגיה לתכניות עבודה, מנגנוני יישום ומדדים. 
• יכולת העברת מסר ועמידה מול קהל.
