Job Description

Role Summary 

The Senior Cost Manager – Regional is responsible for overseeing regional cost management activities, providing strategic commercial leadership, and supporting multiple project teams across different sites. This role serves as the escalation point for sub‑regional cost teams and ensures consistency, quality, and alignment of cost processes across the region.


You will lead pre‑ and post‑contract oversight, regional reporting, commercial strategies, risk management, and team capability development. You will also work closely with site teams, project managers, and global program stakeholders to deliver best‑in‑class cost governance and value for money.

 

Regional Leadership & Governance

  • Act as the primary escalation point for sub‑regional cost teams and provide leadership across all regional cost management functions. 
  • Ensure regional alignment with governance requirements, standards, and cost management processes.
  • Oversee quarterly compliance audits, documentation reviews, and closure of audit action items. 
  • Ensure timely and accurate delivery of all regional cost governance requirements. 

Pre‑Contract & Commercial Strategy

  • Support the development of commercial and contract strategies for new projects and new sites in the regional portfolio.
  • Support the preparation of high‑level ROM (Rough Order of Magnitude) budgets with clear assumptions, risks, and commercial considerations. 
  • Lead regional and program‑level RFPs, including long‑term, strategic, and global procurement packages. 
  • Review and validate site‑level cost recommendations prior to award.

Cost Management & Risk Control

  • Manage project cost risk across the entire project lifecycle at a regional level. 
  • Lead the regional change order management process, ensuring quality, justification, and compliance.
  • Support cost functions normally handled by Project Cost Managers during their absence. 
  • Develop and maintain regional cost benchmarks, cost databases, and template budgets using past project data and market insights.

Additional responsibilities:

  • Perform QA/QC reviews on site data, cost inputs, and forecasts, flagging any data risks or gaps. 
  • Combine cost information from multiple sites for regional program reporting. 
  • Conduct gap analyses on best practices and recommend improvements for cost control processes.

Operational Support & Coordination

  • Support site‑level RFPs and commercial negotiations to ensure best value and alignment with regional strategy. 
  • Participate in contractor onboarding activities and ensure alignment with regional expectations. 
  • Support preparation of project funding requests and ensure funding is secured as planned. 
  • Assist sites in developing quarterly portfolio plans and implementation strategies for new initiatives.

Team Development & Capability Building

  • Train, onboard, and mentor cost team members across the region to uplift capability and ensure process alignment. 
  • Provide process training cadence to site teams and ensure consistent understanding of tools and procedures.
  • Support resource utilisation tracking and planning across the regional cost team.

Qualifications

  • Bachelor’s degree in Quantity Surveying, Cost Management, Engineering, Construction, or related field.
  • 10–15 years of cost management or commercial management experience, ideally with regional or multi‑site exposure.
  • Strong experience in pre‑contract, procurement, commercial strategy, and cost governance.
  • Experience supporting technical, mission‑critical, or industrial project environments is an advantage.
  • Strong leadership, communication, and stakeholder‑management skills.
  • Ability to lead cross‑regional coordination and manage complex reporting requirements.
