Senior FOIA Analyst / Team Lead

Description
Performs advanced FOIA (Freedom of Information Act) processing with minimal oversight and provides subject matter guidance to the team. Responsible for complex case handling, exemption accuracy, mentoring, and quality assurance support. Drafts work products for Government review and ensure consistent, compliant releases.
Key responsibilities
- Process complex FOIA requests across simple, complex, expedited, and backlogged tracks in the VA eFOIA system.
- Apply exemptions and redactions with expert-level accuracy, document rationale clearly for Government review.
- Mentor and coach junior and journeyman analysts; resolve processing discrepancies and standardize best practices.
- Support rolling release execution and tracking (weekly page production standards, reconciliation, and handoff for Government approval).
- Draft high-quality correspondence (acknowledgments, clarifications, fee determinations, adverse determinations with appellate rights, and other required notices).
- Support DOJ reporting deliverables as needed (data validation, narrative inputs, and review).
Requirements
Required
- Bachelor’s degree (or additional FOIA experience may substitute, per contract expectations).
- 3+ years successful FOIA request processing within the last 48 months.
- Demonstrated mastery of FOIA exemptions, DOJ OIP guidance, and FOIA legislation (including fee/expedited processing requirements).
- Demonstrated ability to mentor, train, and guide staff and to identify potential harm/sensitivity risks in proposed releases.
- Strong analytical and communication skills with an emphasis on teamwork and collaboration.
- Comprehensive knowledge of DOJ reporting requirements and proper submission procedures.
- Must be local to DMV. Primarily remote with occasional on sites in DC.
- Must be able to obtain VA access (background investigation) and a PIV badge; must sign NDA.
Preferred
- FOIA-related training preferred.
- Experience producing DOJ OIP reports or agency FOIA annual reports.
- Advanced proficiency with redaction tools and large-document review workflows.
- Experience supporting litigation-related FOIA searches and record sets (drafting, indexing, and production support).
What success looks like (first 60–90 days)
- Completes VA onboarding, system access, and required training; demonstrates command of the team’s SOPs and templates.
- Produces accurate work products in the eFOIA system and maintains real-time tracker accuracy for all assigned actions.
- Meets timeliness and quality expectations (clear, error-free correspondence; well-documented exemptions/redactions).
