About The Company
UGL Regional Linx was established in 2021, after parent company, UGL Limited was selected to deliver operations and maintenance of rail infrastructure for the Country Regional Network (CRN). This network ensures the safe movement of people and goods throughout the regions of NSW, and links Sydney with many important regional centres. UGL Regional Linx commenced operations on January 30 2022 and works on behalf of the client, Transport for NSW (TfNSW) and will be responsible for managing an important network of assets. As part of its operation, UGL Regional Linx’s scope of work includes: • Network operations • Rail infrastructure maintenance and implementation of a new train control system - UGL’s proprietary system, Sigview. • Asset and property management, and • Safety, access, performance, and environmental management. UGL Regional Linx has made a strong commitment to local and indigenous employment, further strengthening the organisation’s commitment to regional NSW. As part of its operations, UGL Regional Linx established its head office and Network Control Centre in the heart of the Central West, Orange, NSW. The CRN network includes: • 2,386 route kilometres of operational passenger and freight rail lines, including 996 km of branch line track used predominantly for haulage of grain, with lower mass and speed limits than other parts of the network • 3,139 route kilometres of non-operational lines • 27,000 hectares of land and infrastructure • 1,312 level crossings (300 active) • 1,200 property assets (including 356 heritage sites) • 600 rail under bridges and 384 road overbridges The CRN is a crucial piece of infrastructure to regional NSW and UGL Regional Linx is committed to ensure that it delivers for all customers, from rail passengers to farmers and industry.

Key Responsibilities:

 

General Duties

·     Escalation of any disputes to the JV management team.

·     Provide Opportunity and risk identification to the line manager for direction on treatment

·     Ensure all project activities undertaken are designed, planned and carried out in accordance with relevant systems & process and comply with State and Federal regulations

·     Manage and drive participation and ownership of process improvement.

·     Perform analysis of existing operations, in order to identify opportunities for improvement 

·     Ensure that all communications with project stakeholders is appropriate and in accordance with any contractual / commercial obligations at all times

·     Coaches the Project Team and Workforce in understanding and implementing the “Our Safety Culture”

·     Works as part of the on-site HSE Team

·     Implements the UAJV HSEMP at site

·     Interfaces effectively and professionally with Clients, other Contractors and Sub-contractors

·     Provides assurance that all work undertaken is in accordance with the HSE Management Plan and all associated policies and procedures

·     Manages the delivery of all post-mobilisation training including site inductions

·     Maintain the HSE Risk Register and HSE Activity Plan to mitigate forthcoming risks

·     Maintains a database of all Project related HSE data and inputs data to Company reporting systems

·     Interprets project HSE data in order to identify trends and develops strategies redress issues

·     Undertakes regular Project HSE Assurance (audits and inspections)

·     Maintains presence and input at key Communication Meetings including but not limited to (HSE Performance Review, Client Progress Review Meetings, Superintendent’s and Supervisors Daily Meetings, Workforce

·     Meetings (Pre-start, Refocus, Toolbox) Meetings.

·     Produces prestart communications packs for supervisors

·     Produces weekly toolbox packs for supervisors

·     Participates in the Site HSE Performance Review Process

·     Work closely with UGL Injury Management Coordinator, ensuring they are notified as soon as practicable and

are kept up to date with injury management plans

·     Provides factual information to facilitate correct classification of Incidents and Injuries according to company

protocols

·     Facilitates the initiation and completion of all incident/accident investigations

·     Undertakes Sub-Contractor and Vendor HSE Capability assessments

·     Prepares periodic HSE Reports (Daily, Weekly, Monthly, Quarterly, Yearly)

·     Provides technical input to HSE Publications (HSSE Newsletters, notice boards etc.)

·     Provides strategic input to the HSE Activity Plan

·     Facilitates HSE issue resolution, networking where necessary for best practices and experience to resolve

Issues

·     Actively participate in any other required tasks to fulfil delivery of contract requirements as required from time to time.

 

HSE

  • Create a safe working environment
  • Maintain Personal Safety Action Plan
  • Adhere to UAJV and Client’s safety and environmental systems, standards and legislative requirements
  • Contribute to the Project achieving or exceeding agreed safety targets
  • Perform safety audits and ensuring that audits are conducted at the required frequency and to a high-quality standard throughout the department
  • Lead and model high standards in housekeeping, safety and environment
  • Assist in achieving KPI targets on a weekly basis

 

Commercial & Risk

·       Understanding and awareness of Contract Rights & Obligations.

·       Ensure that risk assessments are undertaken where changes to plant, people or processes are required, as per risk management procedures.

 

Communication

  • Proactively developing customer relationships by making efforts to listen to and understand the customer (both internal and external); anticipating and providing solutions to customer needs; giving high priority to customer satisfaction.
  • Expressing ideas effectively in writing or verbally in individual and group situations (including nonverbal communication);

 

About You:

 

To succeed in this role, you will have:

·       Degree qualified in an HSE, or equivalent.

·       Minimum five years’ experience in HSE Management in an high risk industry.

·       Excellent knowledge of the relevant HSE legislation.

·       Demonstrated capability to develop and implement HSE management systems.

·       Experience in leading incident investigations.

·       Experience in developing and leading training and presentations to small and large groups.

·       Strong computer literacy skills (Microsoft Office).

·       Strong communication skills (oral & written) including strong negotiation and influencing skills and the ability to establish effective working relationships (both internally and externally).

·       Demonstrated ability to work independently to organise and prioritise demands, handle multiple complex tasks simultaneously, set and meet deadlines and follow through within a fast-paced environment with multiple and competing demands.

·       Customer focused, team oriented, accountable and results driven.
