About the Role

Overview

Edgewater Federal Solutions is hiring a Senior Proposal Manager to lead high-stakes federal proposals across DOE, DoD, Health, and National Security. This role owns strategy-to-submission execution and plays a key role in contributing to Edgewater’s continued success in highly competitive federal markets.

Responsibilities

Responsibilities include, but are not limited to the following:

Proposal Leadership & Execution

  • Lead and manage complex, high-value federal proposals from pre-proposal planning through submission and post-award debriefs.
  • Establish compliant proposal frameworks aligned with solicitation requirements, FAR/DFARS, and Edgewater standards.
  • Develop and manage proposal schedules, compliance matrices, outlines, themes, and win strategies.
  • Ensure all proposal volumes are compliant, compelling, and delivered on time.
  • Provide leadership across multi-award vehicles, BPAs, task orders, and self-scoring proposals.

Strategy, Content Development & Collaboration

  • Collaborate closely with capture managers, solution architects, technical SMEs, pricing teams, graphic designers, subcontractors, and senior leadership.
  • Facilitate proposal kickoffs, solutioning sessions, color team reviews, and orals preparation.
  • Apply strong communication and interviewing skills to gather, synthesize, and translate information into compelling proposal content.
  • Coordinate with SMEs and managers to draft, refine, review, and edit technical content for clarity, accuracy, and customer‑focused messaging.

Team Leadership & Mentorship

  • Lead proposal teams through disciplined execution with clear roles, accountability, and timelines.
  • Oversee proposal production and maintain artifacts using MS Word, SharePoint, Teams, and related collaboration tools.
  • Lead post‑submission reviews and debriefs to capture lessons learned and improve future performance.
  • Stay current on federal proposal trends, including the use of AI and automation in proposal development.

Qualifications

Education and Experience:

  • Bachelor’s degree (or equivalent) with 12+ years of experience in federal proposal management and technical writing, including a documented win record.
  • Proven experience leading single- and multi-award federal proposals across multiple agencies.
  • Ability to determine proposal requirements and effectively coordinate with SMEs and managers.
  • Demonstrated skill editing proposal content for clarity, grammar, and customer-appropriate terminology.

  • Excellent communication, presentation, and collaboration skills.
  • Demonstrates a strong work ethic with a highly responsive, thorough, and professional communication style.
  • Ability to manage multiple proposals and deadlines in a fast-paced environment.
  • Self-starter with the ability to lead geographically dispersed teams.

  • Microsoft Office, including Word, Excel, PowerPoint, Outlook, Teams and SharePoint.
