The selected candidate will install, maintain, and sustain physical security systems across critical Navy facilities, ensuring compliance with DoD, CNIC, and NAVFAC standards for access control, secure storage, and classified material protection.

This position requires frequent travel to U.S. Navy installations both CONUS and OCONUS, delivering hands-on technical expertise to ensure secure physical access, emergency lockout readiness, and reliable maintenance of all locking and vault systems in operational environments.

Systems Installation and Deployment

  • Lead installation, calibration, and verification of electrified locksets, X-10 locks, safe doors, and vault mechanisms in accordance with DoD and Navy ESS physical security standards.
  • Integrate locking systems with electronic access control infrastructure, alarms, and facility management networks.
  • Support new construction, system upgrades, and retrofit projects at CNIC and NIWC-controlled facilities.
  • Perform initial operational testing, mechanical adjustment, and certification of locking systems, ensuring compliance with configuration baselines and physical security requirements.

Maintenance and Sustainment

  • Conduct preventive and corrective maintenance of mechanical and electrified locksets, X-10 locks, and vault systems per CNIC and NIWC maintenance standards.
  • Diagnose and repair complex faults in locking mechanisms, power supplies, door sensors, and alarm interfaces.
  • Perform combination changes, system re-keying, and certification of controlled locks supporting classified material storage.
  • Provide emergency lockout response and restoration for secured spaces and systems critical to mission operations.
  • Maintain inventories of spare parts, consumables, and specialized locksmith tools and ensure adherence to equipment accountability procedures.
  • Support inspection, recertification, and secure storage validation events during physical security assessments and command audits.

Training and Documentation

  • Deliver technical training and familiarization sessions for Navy and civilian personnel on approved operation and maintenance procedures of locks, vaults, and access control systems.
  • Maintain comprehensive records of maintenance actions, installations, service notes, and configuration data within the designated Maintenance Management System (MMS).
  • Ensure activities comply with DoD, NAVFAC, and CNIC safety and security protocols, including handling and accountability of classified storage-related components.

Requirements

Requirements:

Education and Experience

  • Education: Associate or Bachelor’s Degree in Mechanical/Electrical Engineering, Industrial Technology, or a related field (field experience may substitute for degree).

  • Prior experience supporting NIWC, CNIC, NAVFAC, or other U.S. Navy shore commands highly desirable.

Technical Skills

  • Proficient in installation, alignment, repair, and certification of electromechanical locking systems and combination locks (e.g., X-10, FF-L-2740B compliant locks).
  • Familiar with alarm interfaces, access control integration, and intrusion detection systems.
  • Knowledge of classified storage standards (DoDM 5200.01 Vol 3, ICD 705).
  • Capable of reading and interpreting technical drawings, wiring diagrams, and facility schematics.
  • Skilled in use of precision hand tools, testing instruments, and locksmith specialty equipment.
  • Comfortable working at heights, in confined spaces, and in shipboard or expeditionary settings.

Additional Requirements
