Project Manager, Infrastructure

The Greater Victoria Harbour Authority (GVHA) is a not‑for‑profit organization that manages many of the iconic waterfront spaces around Victoria. Since its inception in 2002, GVHA has served as a steward of harbour lands once managed by the Government of Canada. GVHA ensures these spaces remain safe, clean, vibrant, accessible, economically sustainable, and respectful of the unceded territories of the lək ̓ʷəŋən People, known today as the xʷsépsəm (Kosapsum) Nation and Songhees Nation. We are seeking a highly organized and results-driven Project Manager to lead capital and large repair and maintenance (R&M) projects from concept through design, procurement, construction, and completion. This role coordinates multiple interest holders to ensure projects are delivered safely, on time, and within budget. This role supports procurement activities, including managing the project tender and award process. Reporting to the Manager, Capital Projects, you will contribute to asset management by maintaining accurate asset registry data, updating CAD files, and confirming asset conditions in the field. Financial responsibilities include budgeting support, cost tracking, invoice verification, and contributing to long-term capital planning. Experience working within a marine environment is considered a strong asset. The role requires appropriate Transport Canada and CBSA clearance levels for access to port facilities.
This full-time position offers a comprehensive benefits package, including extended health and dental coverage (premiums paid by GVHA), RRSP matching, annual performance bonus, professional development funding, subsidized transit pass, paid vacation, plus additional paid and non-paid leave. Recruiting annual salary range is $83,000 to $95,000.
Specific Accountabilities
Project Management:
- Responsible for understanding the processes, overseeing, and managing aspects of GVHA capital and/or larger R&M projects, from initial conception and planning, through to design, construction, and final implementation.
- Coordinate and integrate work across GVHA departments, terminal operator, consultants, and other disciplines, ensuring that projects are delivered on time and within budget.
- Liaise with customers, contractors, suppliers, and internal teams to identify project objectives, establish project scopes, and develop detailed project plans.
- Responsible for ensuring that all work is carried out in accordance with health and safety regulations, industry standards, and company policies.
- Act as point of communication between the various interest holders and are tasked with reporting on project status, issues, and outcomes.
- Provide post-project analysis of project success and areas of improvement for future GVHA projects.
- Archive and organize the engineering and property data for all projects and facilities.
- Set up and maintain project data and deliverables in PROCORE (PM software).
- Participate in meetings with GVHA teams and terminal operator as necessary to:
- Provide input on planned R&M and capital projects.
- Provide updates on work in progress, completed or planned.
- Ensure work performed by contractors is done safely and in accordance with regulatory requirements.
- Ensure a high level of customer service and public safety by demonstrating an understanding of customer needs.
Procurement:
- Prepare RFP, RFQ, and CCDC tender documentation.
- On assigned projects, oversee project tender and award process.
- Procure materials and services in a cost-effective manner following GVHA policy and procedures.
Asset Management:
- Work to update and improve GVHA’s asset management program.
- Oversee and manage quality of asset data provided and enter into the Asset Registry.
- Update digital CAD files and Registry for GVHA’s property portfolio.
- Confirm condition and locations of assets, as built, in the field in coordination with other departments.
- Coordinate with other departments in integrating asset management processes aligned with departmental needs.
Financial:
- Manage capital and R&M projects to ensure they are completed on time and within budget.
- Assist in developing a capital and maintenance projects budget and participate in monitoring and controlling expenditures for capital and maintenance projects.
- Verify invoice accuracy prior to payment.
- Assist in developing the financial management process, including budgeting and cost enquiries, related specifically to the assigned projects.
- Contribute to the business planning, long term capital planning, and project cost analysis.
Working Conditions
- Office and project site environment within Victoria’s inner and outer harbour.
- Regular, full-time position. Monday to Friday, 40 hours per week.
- After 90 days, eligible to work from home up to 2 days week.
- Flexibility in schedule may be required during projects.
- Regular site visits to job sites to monitor projects and conduct site inspections.
- Evening and weekend work may be required in emergency situations.
- Occasional on water work or inspections.
- Some exposure to dirt, oil, noise, wet weather, and cold temperatures.
Experience and Education
- Post-secondary education in a related field.
- Minimum of 3 to 5 years of experience and background in facilities and asset management.
- Project management experience required.
- Proficient with AutoCAD software and drafting.
- Financial management experience, such as budgeting and cost forecasting.
- Proficient with various software applications such as MS Office Suite, including MS Project.
- Proficient with PROCORE or other project management software experience.
- Valid Class 5 driver’s license required.
- Pleasure Craft Operator Card (PCOC) is an asset.
Knowledge, Skills, and Abilities
- Knowledge of asset management processes, project management techniques, theories and practices.
- Knowledge of application and permitting processes.
- Knowledge of relevant legislation and regulations including WHMIS, Canada Labour Code, WorkSafe BC.
- Knowledge of BC building code relative to capital and R&M projects.
- Knowledge of quality control procedures.
- Strong technical and project management skills in facility condition assessment, construction, marine facilities.
- Strong data collection and analysis skills using MS Excel.
- Strong verbal and written communication skills to provide concise and accurate information orally and in writing, including reports, presentations and correspondence.
- Ability to read and understand building, marine structures and site servicing plans.
- Ability to converse with all levels with internal staff, external contractors and public.
- Ability to develop and maintain effective working relationships with groups and individuals with diverse or competing interests or perspectives.
- Ability to act as liaison between GVHA and contractors, customers, public, and public services to convey the expected standards.
- Ability to develop and maintain honest and respectful relationships that help fulfill the expectations and needs of GVHA and interest holders.
- Ability to manage and deliver, concurrent projects to successful completion within time and budgetary confines.
- Ability to exercise tact, judgement, discretion, confidentiality and flexibility in project delivery.
