Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. We are highly focused and, among other efforts, currently operate a dozen active test and/or training ranges for the Army, Air Force and Navy. We are currently seeking to hire an Electronic Warfare (EW) Manager for our Primary Training Range (PTR) site at Melrose Air Force Range (MAFR) near Clovis, NM to ensure all electronic warfare systems, battlefield effects, and associated equipment are operational, compliant, scheduled, and capable of supporting mission requirements.


This PTR accommodates multiple types of air-to-surface, surface to air, and ground training and is 70,010 acres and contains target arrays, Military Operations in Urban Terrain (MOUT) sites, landing zones, dudded and inert impact areas, threat simulators, weapons scoring systems, and provides Service Class A and C range capabilities. We support DoD and non-interfering civilian agency training requirements, providing operations and maintenance to meet war-fighter training and readiness requirements. We provide support for facility maintenance, aerial gunnery and bombing ranges, ground training ranges, MOUT sites, electronics / technology, scheduling, wildland fire management, paramedic, and Situational Force (SITFOR), to include all operations, maintenance and support (OM&S). Our site consists of an Electronic Warfare Range (EWR), air and ground ranges, ground training facilities, and administrative facilities.


In this role, you will be responsible for ensuring all Electronic Warfare capabilities are operational, maintained, and mission-ready, directly impacting training effectiveness operations performance. This role serves as the central authority for EW system readiness, personnel oversight, and mission integration.

  

The EW Manager provides oversight of all EW systems to include, but not limited to:

  • MUTES / Mini-MUTES (note: Mini-MUTES off-range) 
  • RWR LITE 
  • TRTG 
  • BCSS 
  • RIIS 
  • Radios 
  • Associated EW and battlefield effects systems 

The EW Manager reports to Site Management / Government Oversight (GOF) / Range Management Office (RMO) and provides direct supervision of EW Technicians and the EW Maintenance Lead (if one is assigned). The EW Manager has the authority to prioritize EW system support based on mission requirements, recommend system availability status and elevate resource constraints, downtime, and risk to mission execution. There will need to be coordination between the EW Manager, Range Control Officers (RCOs), the maintenance lead, Supply Logistics and the Facility Manager (as required for infrastructure support).

  

Primary Duties and Responsibilities will include but not be limited to:

  • Oversee all EW operations and maintenance activities in support of training missions.
  • Ensure all EW systems are configured to mission requirements and are operational and available. 
  • Manage scheduling and prioritization of EW support based on mission tempo.
  • Oversee system power-up / operational checks, preventive maintenance (PM) schedules, corrective maintenance actions and system troubleshooting and repair efforts.
  • Ensure battlefield effects systems are available for training realism (sites, sounds, smells,       atmospherics as applicable) 
  • Provide operational oversight of ground electronic targets, instrumented training systems and EW emitters and associated systems.

Additional critical functions of this role include (but are not limited to):

  • Maintenance and System Readiness
    • Validate PM completion rates, break/fix response timelines, and parts requirements and shortages.
    • Coordinate with Supply Logistics for parts procurement and DLA RTD tracking (when applicable).
  • Mission Support Operations
    • Prioritize EW assets based on mission requirements, available manpower and equipment availability.
    • Ensure systems are prepared for pre-mission operational checks, real-time mission support and post-mission reset.
    • Identify limitations and provide risk assessments when manning is reduced, equipment is degraded and/or when multiple systems are requested simultaneously.
  • Communication Requirements
    • Ensure EW personnel maintain radio communications as required and provide status updates during operations.
    • Provide timely reporting of system outages, mission impacts and/or safety concerns.
  • Training and Qualification
    • Manage initial training, recurring training and ancillary training requirements.
    • Validate operator proficiency on all assigned EW systems and all relevant operational procedures.
  • Safety and Compliance
    • Ensure all EW operations comply with requirements, safety plans and environmental guidance.
    • Enforce proper system operation procedures and the safe handling of electronic equipment.
    • Coordinate with Safety Representatives and Laser Safety Officers (when applicable).
  • Documentation and Reporting
    • Provide required reports to RMO and leadership, including monthly status reports, deficiency tracking and mission impact statements.
    • Support inspections, audits and data calls.

Work Conditions

  • Conditions will vary - although much of this work is performed indoors utilizing government-provided computers and software, some of the work will include working outdoors under the prevailing climate conditions at the time.
  • Must be able to lift 30 lbs.
  • Job demands will require physical dexterity and flexibility.
  • Must be physically able to sit, stand, and kneel.
  • Work will be performed Monday – Friday, 0730-1630 (unless mission requirements/tempo demand otherwise)

Requirements

Education/Experience/Skills:

  • High school diploma or equivalent, with a BS degree in a relevant discipline being preferred.
  • Knowledge of military EW systems, range operations, weapons systems, and training safety requirements.
  • Prior experience as a EW Manager or Officer or senior technician on a military range is highly preferred.
  • Familiarity with air and ground maneuver tactics, bombing and gunnery operations.
  • Experience enforcing safety compliance for multiple weapons systems.
  • Strong communication and coordination skills.
  • Ability to perform duties in a high-tempo, safety-critical environment.
  • Flexibility to work overtime, AOH, and respond to no-notice emergencies.
  • All candidates will be required to pass a consumer report and/or consumer investigation to include SSN, Driver Record and Criminal Background Investigation.
  • Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must be able to obtain a U.S. DoD Security Secret Clearance prior to start date and maintain a Secret clearance throughout employment.
  • All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
