OverviewThe Virginia Information Technology Agency (VITA), supporting DBHDS, is seeking a Data Analyst 4 for a short-term engagement focused on Power BI dashboard development. This role will support critical data-quality initiatives by transforming complex datasets into actionable insights that improve operational decision-making and patient data integrity.

Job DescriptionThis engagement focuses on converting a large Excel dataset of potential duplicate patient encounters into a structured, interactive Power BI dashboard. The selected consultant will collaborate with Health Information Management (HIM), data governance, and clinical operations teams to define requirements and build a solution that identifies duplicate records, highlights risk patterns, and supports remediation efforts.
The role requires strong analytical capability, stakeholder engagement, and hands-on Power BI expertise to deliver a high-impact dashboard within a tight timeline. The consultant may also contribute to additional Power BI initiatives as needed.
ResponsibilitiesData Analysis & Modeling
- Analyze large-scale Excel datasets to assess structure, quality, and duplicate patterns
- Design and develop scalable Power BI data models to support complex analytics
- Implement transformation logic to prepare and structure data for reporting
Dashboard Development & Visualization
- Develop interactive Power BI dashboards to identify duplicate encounters and trends
- Create visualizations for encounter groupings, frequency distributions, and severity indicators
- Build dynamic filters (facility, date range, encounter type, risk level) to enhance usability
Stakeholder Engagement & Requirements Gathering
- Conduct requirements sessions with HIM, data governance, and operational teams
- Translate business needs into technical dashboard specifications and wireframes
- Iterate on dashboard design based on stakeholder feedback
Automation & Data Validation
- Implement automated data refresh processes within Power BI
- Establish validation logic to ensure data accuracy and consistency
Documentation & Knowledge Transfer
- Produce requirements documentation, data dictionaries, and process documentation
- Deliver knowledge-transfer sessions to internal staff to ensure sustainability
Project Delivery
- Execute deliverables aligned to project milestones and timeline expectations
- Support rapid development cycles to meet tight deadlines
Minimum Qualifications
- Demonstrated expertise in Power BI and data modeling
- Strong analytics and data interpretation capabilities
- Proven experience in stakeholder engagement and requirements gathering
- Ability to translate raw data extracts into meaningful insights and reporting structures
- Proficiency with technical tools and data analysis methodologies
- Experience delivering training and knowledge transfer
- Strong project execution and delivery skills
- Must physically reside within the United States for the duration of the assignment (no offshore candidates permitted)
- Must be able to participate in a Web Cam interview
- Must agree to short-term engagement duration and flexible hours (20–40 hours/week)
- Must be willing to pick up equipment in person if requested
Preferred Qualifications
- Background in operational reporting or IT service management analytics
- Experience working with EHR systems (Cerner, Oracle Millennium, AVATAR)
Compensation
- This is a 1099 Contract role
- Hourly Rate: $45 – $55 per hour
- Maximum rate is capped at the vendor-submitted limit

- End Date: 06/30/2026 (or earlier based on completion)
- Work Hours: Flexible (20–40 hours per week)
- Schedule may accelerate if working full-time hours
- Short-term engagement with a tight delivery timeline
