About the Role
[What the role is]
To support the Group Constituency Director in ensuring good operational governance, the Assistant Director (Field Governance) heads the field governance office and assisted by the Senior Manager, serving as the senior governance lead and subject matter expert in one or more specialised domains such as Finance, Procurement, or Grants Management, among others. The role translates headquarters policies into practical implementation across constituency offices, manages compliance oversight and capability development, whilst maintaining accountability to headquarters units and driving governance improvements across constituency operations.[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objective of the job.
Advisory and Support for COs
- Lead the FGO to provide oversight and advisory support to ensure GROs’ compliance on financial and procurement matters, among others, and comply with GROs’ financial rules and regulations.
- Lead the FGO to provide guidance and advice to the Constituency Offices (COs) staff on the application of SOP to address governance issues.
Financial Accounting and Reporting
- Oversee the financial controls and operation of the GROs’ accounts.
- Perform data analytics to identify underperforming GRO units with control or staff competency issues for targeted support.
- Oversee and establish controls to ensure prompt submission of CCMC and sub-committee accounts, including quarterly GST returns, prepared by staff/outsourced providers.
- Ensure fairness and accuracy of non-CC GRO accounts through periodic reviews as guided under prevailing practices.
- Provide timely operational information, up-to-date accounts, and reports to enable management decision-making.
- Identify financial, operational and governance process weaknesses and work with HQ units/GSD to strengthen processes through digital solutions including AI or RPA.
Review of Procurement and Revenue-Earning Activities
- Oversee procurement and revenue-earning contracts including trade fairs within GRC constituency offices to ensure value for money, regulatory compliance, and proper governance, not limited to assessment of specifications, evaluations, regulatory requirements, among other established SOPs.
- Perform data analytics to identify potential control weaknesses in procurement and revenue processes.
- Maintain operational familiarity to provide effective procedural guidance to GROs.
- Partner with fellow leads assigned with SME in Procurement and Revenue to identify common procurement needs and aggregate purchases for better value across GRC.
- Work with GSD to strengthen procurement methodology based on identified operational insights and weaknesses.
Charity Governance, Fund-Raising and Grant Oversight
- Oversee charity governance, fund-raising, and grants management activities across GRC to ensure compliance with regulatory requirements, not limited to review of annual submissions, audit reports, GEC checklists, financial summaries, fund-raising applications, and grant disbursement processes.
- Perform data analytics to identify potential compliance gaps in charity governance, fund-raising, and grants management processes.
- Maintain operational familiarity to provide effective guidance on charity governance, fund-raising policies, grants management, and best practices to staff and GRLs.
- Partner with fellow leads assigned with SME in charity regulations and grants management to identify common compliance issues and enhance governance standards.
- Work with GSD to strengthen charity, fund-raising, and grants methodology based on identified operational insights and compliance weaknesses.
Contract Management
- Review and assess contractual arrangements entered by GROs.
- Ensure contract compliance and proper risk management throughout contract lifecycles of contracts entered by GROs.
Audit Management
- Facilitate audit coordination by liaising with auditors to ensure smooth audit processes and timely completion of audit activities.
- Review relevant documentation, organising necessary records and conducting staff briefings to ensure readiness and understanding of audit requirements.
- Provide support during audit fieldwork and respond to auditor queries and requests.
- Oversee the management of audit findings by reviewing and coordinating responses to observations raised by auditors.
- Conduct regular checks and meetings with CO staff for knowledge sharing and minimise potential observations.
Training
- Organise training workshops for staff and GRLs to be familiar with latest financial requirements and procedures with support from Grassroots Services Division.
- Work with Senior Manager (Administration and Capability Building) to ensure training for new staff and GRLs Attend the CO’s regular Admin Day meeting and provide advisory support.
- Provide support and relevant content to NACLI and Grassroots Service Division when mass briefing/ finance-related trainings are organised by HQ for staff and GRLs.
Subject Specialisation
- Develop deep expertise in one of the core functional areas - Finance Operations, Procurement, Charity and Grants, or Revenue Management - to serve as the designated Subject Matter Expert within CDD.
- Provide specialised technical support and guidance to fellow FGO leads, GROs, and CO staff across the division, translating regulatory requirements and technical knowledge into practical, actionable guidance for effective field operations.
- Collaborate with Grassroots Services Division to enhance subject matter knowledge, stay current with regulatory changes, and contribute to policy development within your area of specialisation.
- Participate in periodic rotation of subject specialisation every few years to broaden professional expertise, develop well-rounded capabilities, and advance career progression through diverse functional exposure.
