InterCare is searching for a full-time Human Resources Manager to join our team at our Bangor Administration location! Work Schedule:
Hours are Monday through Friday from 8:00 a.m. to 5:00 p.m., with evenings and weekends as necessary.
Minimum Qualifications
- Bachelor’s degree required; advance degree and/or HR certification preferred
- Minimum of 3-years of HR leadership experience in a health center, hospital, or professional services environment
Primary Accountability
This position oversees and directs the day-to-day operations of the Human Resources Department, including payroll oversight, benefits administration, HRIS management, recruitment operations, employee relations guidance, compliance execution, and staff supervision. The HR Manager ensures operational efficiency, regulatory compliance, and consistent service delivery across HR functions.
Description of Primary Duties & Responsibilities
1) Plans, directs and oversees the execution of core human resource programs and operational workflows.
- Provides advanced guidance to supervisors and managers regarding employee relations concerns, conflict resolution, policy interpretation, and risk mitigation. Escalates high-risk or legally sensitive matters to the Director of Human Resources.
- Leads and oversees employee investigations and corrective action processes to ensure consistency, documentation integrity, and compliance with employment laws.
- Assists with Job Descriptions and scoring to ensure accurate and fair compensation.
- Develops and provides training to managers and staff.
- Special projects in all areas of Human Resources including implementation of new products, program launches and more.
- Provides direct support to the HR Director to ensure timely completion of projects, strategic goals and the Human Resource work plan.
- Oversees payroll processing to ensure accuracy timeliness, and compliance with wage and hour regulations. Reviews payroll registers, approves payroll changes, and ensures internal controls are maintained.
- Oversees benefits administration including eligibility determination, carrier coordination, reconciliation of benefit invoices, and resolution of coverage discrepancies.
- Serves as primary HRIS system administrator responsible for workflow configuration, reporting integrity, data accuracy, and coordination or user access in partnership with HR leadership.
- Leads preparation and coordination of internal and external audits including payroll audits, benefit audits, and regulatory reporting. Ensures timely completion of compliance reporting requirements.
2) Oversees Recruitment and Onboarding operations for the organization.
- Develop and release job postings on platforms, such as social media and job boards, utilize knowledge of multiple recruiting sources and execute strategies to find quality candidates.
- Oversees candidate screening processes, ensures consistent hiring practices, and supports complex or executive-level recruitment efforts.
- Conduct reference checks and initiate background checks and review results prior to extending of offers.
- Responsible for coordinating the HR Department’s onboarding process including general orientation for all new hires and participating in the coordination of job specific training and precepting.
- Coordinate/organize agenda, training rooms, materials and other needs, communicating information, and facilitating assigned orientation sessions virtual or in person.
- Work in collaboration with the Employment and Credentialing Specialist, IST, and the hiring managers to collect and distribute information and documents to ensure efficient and successful onboarding of new employees.
3) Works collaboratively as a contributing member of the Human Resources Team.
- Assists in developing, communicating, and interpreting HR policies and procedures.
- Mentors, cross trains, and provides backup support for other areas of HR.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Provides back-up supervision, management, coaching and workflow direction to HR staff at the direction of the Director of Human Resources.
- Performs additional strategic or operational duties as assigned in support of departmental objectives.

Physical Demands
Job duties are performed in the typical office environment of the organization, which requires ordinary ambulatory skills sufficient to visit other locations. The environmental factors and/or physical requirements of this position include the following:
- Ability to stand, walk, stoop, kneel, crouch, frequently sit, and lift up to 25 lbs
- Requires good hand-eye coordination, reach with arms & hands, and finger dexterity, including ability to grasp, and manipulate (using keyboard, office equipment)
- Visual acuity to use keyboard, operate office equipment, and read printed material and regularly required to talk and hear
