With the support of the Government, Bangladeshi society has developed a remarkable level of resilience and adaptation to seasonal flooding. However, in some years, flooding is more intense and surpasses the ability of communities to cope, leading to deaths and the destruction of key infrastructure, livelihoods and homes. This in turn creates widespread humanitarian needs with longer term development consequences.
The establishment of the MoDMR led Forecast Based Financing/ Action Task Force (FbFA-TF) highlights the Government’s appreciation for the anticipatory approach and its willingness to lead in its further development.
This is mirrored and complemented by the Anticipatory Action Working Group (AAGW) included in the UNHCCT.
Global attention on climate adaptation, and climate negotiations on Loss and Damage is growing resulting in innovative ways of understanding the consequences of climate change, as well as innovative ways for planning and financing for it (such as the Global Shield, where Bangladesh is identified as a pathfinder country).
Despite those efforts it has been identified the need for improved coordination support around AA; this will need to focus on strengthening existing coordination mechanisms and their effective interaction. These efforts will focus particularly on:
- Support national leadership in Early Warning and Anticipatory Action coordination
- Strengthened integration of FbF/AA players in the field.
- Enable and consolidate evidence-based pre-identification and prioritization of needs and requirements.
- Increasing national cooperation with local, national, regional and international initiatives to substantially increase financial protection against climate risks.
ACCOUNTABILITIES/RESPONSIBILITIES
In consultation with WFP management and under the direct supervision of the Head of Program and in coordination with WFP Resilience team the incumbent will be responsible for:
- Strengthening existing FbF-AA coordination mechanisms in Bangladesh particularly for UN agencies, FbF-TWG andFbF/A Taskforce.
- Support national technical forecasting agencies to strengthen impact based early warning forecast mechanisms for all.
- Support national authorities in identifying required support to accelerate the implementation of their ambitions in climate risk management and climate adaptation.
- Identifying and accompanying Bangladesh authorities in establishing a country Dialogues on Climate Disaster Risk Financing Instruments (CDRFI) needs. Specifically support the relevant national authorities in implementing an inclusive country led process with wide range of participants, in implementing their stocktaking of CDRFI activities, gap analysis and elaborating a nationally owned and technically sound Request for CDRFI support.
- Explore potential fundings sources, support in proposal preparation and do necessary advocacy for the funds toimplement the integrated risk management programme interventions.
DELIVERABLES AT THE END OF THE CONTRACT:
- Both the FbFA-TF and the AA-TWG are equipped with quality and complementary work plans and hold regular coordination meetings.
- Technical support in updating standards, protocols and practices is provided.
- Support GoB and its partners in running Lessons learned exercises on both AA and insurance payouts run by individual partners are collectively revised for collective improvement.
- Needs are properly identified on the basis of evidence and are mapped and agreed by all stakeholders.
- Support to national authorities in issuing an updated roadmap on CDRFI with clear miles stones to reach sustainability and make sure that WFP CO is equipped with a strategy on CDRFI that assists national authorities in achieving their aspirations.
- Global Shield In-country dialogues are successfully initiated and properly run through the identified steps. (Country/ Consultations, Stock take CDRFI activities, Gap and Vulnerability Analysis, Request for CDRFI Support, Review and Financing) and the Early Warning for All principles and approaches are properly implemented in the country.
- Ensure timely annual corporate reporting to visualize the CO´s work in this agenda both internally within WFP(Corporate Results Framework) and with key stakeholders (Government, donors etc.)
