Organizational Setting and Reporting Relationship

The position of Operations Coordination Analyst is assigned to the Office of the Director General (CWOD) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines.

You will report to designated technical international staff and officer.

Your Role

As an Operations Coordination Analyst, you will provide analytical, coordination, and administrative support to CWRD Management and CWOD front office team. You will contribute to budget and human resources functions and serve as one of the budget and HR focal points of CWOD.

You will:

  • Support the department and division budget preparation and monitoring, by coordinating, consolidating and verifying the accuracy and completeness of budget inputs and submissions, monitoring and analyzing the department's utilization, reviewing requests for reallocation of operational budget for business travel, staff consultant, representation and overtime, ensuring compliance with procedures and preparing periodic progress reports.
  • Develop and maintain computer-related databases and systems and provide guidance to ADB Headquarter (HQ)/ Resident Mission (RM) budget coordinators in the use of the Oracle Budget Management and Control System; coordinate with the Information Technology Department on technical problems and Budget and Management Services Division on discrepancies in system-generated reports.
  • Contribute to preparation of write-ups for submission of budget and staffing requirements and provide relevant information for use during corporate planning, budget, and management review processes, including the Work Program and Budget Framework, Operations Review Meetings, Budget Review Committee Meetings, Office of the Vice President (South, Central and West Asia) discussions, and ad hoc briefings.
  • Support CWRD Management, CWOD front office and HQ/RM HR focal points on recruitment and personnel administration, including drafting and reviewing staffing proposals, staff actions, and job descriptions; coordinate departmental HR administration at HQ/RMs, including recruitment, vacancy management, selections, transfers, retirements, and short-term assignments.
  • Coordinate the implementation and utilization of the annual budget allocation for external training, rewards and recognition programs, and retreats.
  • Monitor and coordinate CWRD's requirements for office/space allocations and coordination with Corporate Services Department and other ADB departments.
  • Help oversee contractors' performance and attendance and processing bills payments for CWRD budgeted contractors through eProcurement system.
  • Support consultant recruitment on Consultant Management System, including contract maintenance and processing of contract variations, claims.
  • Perform other duties as assigned and as outlined in your work plan


You will need:

  • Bachelor's degree in relevant discipline.
  • At least 5 years of relevant professional experience in financial management, budget, human resources, and general administration.
  • Ability to quickly gain knowledge of multilateral development bank's business processes and regional operations.
  • Knowledge of areas of analysis, which have well-defined scope and steps.
  • Ability to establish and maintain productive professional relations within ADB and externally with appropriate officials of the host government, donor agencies, and executing agencies.
  • Proficiency in report writing and communications in English.
  • Proficiency in using computer-based applications including database tools and other required information technologies (i.e. O365)
  • Skills in using spreadsheets.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
