POSITION SUMMARY: Under the supervision of the Pottawatomie County Sanitarian, the Solid Waste Clerk is a non-exempt position under FLSA. This position is responsible for the operation and security of the scale house at the Pottawatomie County Transfer Station. This employee is responsible for weighing, inspecting, and assessing charges, record keeping, billing accounts receivables, and mowing. Excellent public relation and communication skills are required.

ESSENTIAL FUNCTIONS (required):

1. Opens and closes the scale house;

2. Regular and predictable attendance required;

3. Weighs and inspects loads of municipal and construction debris solid waste;

4. Inspects loads for hazardous or unacceptable materials;

5. Assesses charges, maintains receipts, secures cash and check receipts;

6. Posts daily charge account entries;

7. Collects, records and accounts for cash and checks received from customers;

8. Maintains record of weekly tonnage received;

9. Answers and directs incoming telephone calls;

10. Performs monthly billing;

11. Maintains office in a neat and orderly manner;

12. Directs customers to proper area for unloading;

13. Ensures positive public relations with public and staff;

MARGINAL FUNCTIONS

1. Empties oil into storage tank;

2. Separates paints and hazardous chemicals from incoming loads;

3. Assists in maintaining grounds in a neat and orderly fashion;

4. Instructs the public on types of trash accepted;

5. Performs other duties as deemed necessary or assigned.


KNOWLEDGE, SKILL AND ABILITY:

Employee shall have a working knowledge of mathematics, cash registers, automated scales and calculators.  The employee must possess the ability to operate automated truck scales, calculators, computer,  mowers and related office equipment.  Employee must possess the ability to work independently with little supervision, understand and follow oral and written instructions, develop a working knowledge of landfill rules, and to establish and maintain effective working relations with other employees and the general public.


Problem Solving:  The employee uses initiative in carrying out recurring assignments and routine tasks and refers deviations, problems and unfamiliar situations to the supervisor.


Decision Making: The decision regarding what needs to be done is routine, in accordance with written policies and regulations.  Difficult situations dealing with the public regarding disposal charges, landfill rules and rejection of loads with unacceptable wastes can be expected.

Supervision/Accountability:  This position works independently with occasional supervision from the County Sanitarian but has no supervisory duties. The employee is directly responsible for departmental equipment, resources, and cash received but does not participate in the annual budget process.


Personal Relations:  Daily contact with the general public, commercial trash haulers, co-workers and supervisory personnel in a fairly structured setting is expected.



EDUCATION/TRAINING/EXPERIENCE:

A high school diploma, or equivalent plus one year of similar/related experience preferred. Valid Driver's License required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six (6) months of employment.


This current work schedule for this position is Monday, Tuesday, Thursday, Friday, and Saturday 8:30-4:40pm daily with days off being Wednesday and Sunday.
