We are searching for an experienced candidate for the position of Emergency Management/Continuity of Operations Program (COOP) Planner/Coordinator/Analyst in San Diego, California.


Summary


We are seeking an experienced Emergency Manager (EM) and Continuity of Operations (COOP) Planner to join our T3W Business Solution team in support of the NIWC. The contractor shall develop, maintain and execute all planning requirements on the integration of continuity of operations in the research, development, acquisition, and logistical support of equipment, systems, and facilities. The EM/COOP Planner, will play a pivotal role in enhancing NIWC's Emergency Management, security and risk mitigation efforts while ensuring the continuity of operations planning (COOP) mission is executed effectively.


Responsibilities

  • Assists the Department with all activities related to the agencies all hazard disaster planning, preparedness, response, recovery and mitigation actions including the implementation of NIWC’s Emergency Management Plan (EMP) to ensure the command's readiness to respond to and recover from any command or area wide disaster.
  • Provide subject matter expertise in support of NIWC's Continuity of Operations (COOP) Planning mission.
  • Coordinates with emergency management and stakeholders to plan and drive the implementation of emergency management strategic initiatives.
  • Collaborate with DOD and other organizations to evaluate new EM/COOP initiatives.
  • Develop and/or provide recommendations for EM/COOP policies, directives, compliance, and coordination.
  • Ensure that NIWC policies related to all aspects of EM/COOP programs align with regulatory requirements and legislation mandates.
  • Assist in the development of goals, objectives, long-and short-range plans, procedures, and operations for implementing, maintaining, monitoring, and evaluating the effectiveness of the NIWC's emergency communications architecture.
  • Collaborate with DOD stakeholders and provide senior-level briefings to NIWC and DOD leadership on the NIWC's EM/COOP efforts and initiatives.
  • Serve as technical advisor on EM/COOP subject matter expertise in the development of the NIWC COOP Operations Plan (OPLAN), Mission Essential Functions (MEFs), EM/COOP initiatives.
  • Provide command EM/COOP Training and Exercise.
  • Coordinate the mobilization of necessary plans, communications, personnel, capabilities, and personnel during emergencies and COOP events.
  • Develop briefing slides, meeting notes, Executive Summaries, White Papers, SOPs, detailed instructions, after-action reports, lessons learned critiques, and operational summaries as required.
  • Develop and Monitor department events in support of COOP, Emergency Relocation Group (ERG), activations, and inter/intra-agency exercises. Identify potential problems or deficiencies and make recommendations for resolution or improvement.
  • Evaluate and analyze the current state of available resources and make recommendations for the acquisition of required capabilities to meet immediate requirements for emergency service.
  • Provide all Management, Supervision, and Labor necessary to support continuity of operations and functions in any emergency event affecting San Diego, develop a plan and provide guidance on integration of continuity requirements in the research, acquisition and logistical support of equipment, systems and facilities.
  • Act as the focal point for providing Base Operating Support across competencies and business units, implement necessary steps to move to an interim or alternative operating facility (AOF) and to reconstitute the organization.

Requirements

  • Bachelor's degree in a relevant field
  • At least 3 years of experience in EM and COOP Management
  • Certified in EM and COOP (local, state, or international)
  • Strong knowledge of EM/COOP policies, directives, and compliance
  • Excellent communication skills with the ability to provide senior-level briefings
  • Proficiency in task management tools, including (any NIWC desired systems)
  • Strong analytical and problem-solving abilities
  • Ability to work collaboratively with DOD stakeholders and other organizations.
  • Active Secret Clearance
