We are seeking an experienced Intelligence Functional Services Specialist to support the Kosovo Force (KFOR) J2 division in a critical data quality remediation effort. This role is part of the NATO Intelligence Functional Services (INTEL-FS) Spiral 2 migration project, which requires a legacy dataset of 3,600 intelligence records to be reviewed, sanitized, and brought into compliance with KFOR collation standards.

You will work on-site at KFOR Headquarters in Pristina, Kosovo, directly alongside the J2 collation team, the NCIA Project Manager, and the KFOR Systems Chief. Your primary mission will be to ensure that intelligence records—including Battle Space Objects (BSOs) and intelligence products—are accurately updated, metadata-compliant, and ready for seamless migration into the new INTEL-FS SP2 system.

Responsibilities:

  • Participate in the Kick-off meeting: On June 1st, a kick-off meeting with the contractor, the KFOR J2 BSO manager and the NCIA POC will be held at KFOR HQ, to discuss deliverables and clarify any questions.

  • Participate in weekly meetings: Every Friday morning, a team meeting will be held to review progress, address issues, and make necessary adjustments to the processes or production methodology potential issues. The meetings will be physically in the office. Remote stakeholders may connect via electronic means using Conference Call capabilities.

  • Work closely with the J2 collation team who can provide immediate feedback on questions / issues to may arise.

  • Track Progress: The Contractor shall use a shared spreadsheet to track the status of the records and associated issues.

  • Participate in reviews where the NCIA project manager conducts a review of the contractor’s deliverables and identify areas for improvement.

  • Propose improvements: The Contractor personnel shall establish a continuous feedback loop to gather input from all stakeholders for ongoing improvements and their subsequent database modifications depending on NCIA and KFOR approval.

Essential Qualifications & Experience:

  • A minimum of 5 years of experience in military intelligence analysis within NATO or national positions to include data collation and intelligence data management.

  • A minimum of one year of experience with operating NATO intelligence systems for the management of Intelligence Information Entities.

  • Experience in collating Order of Battle records from intelligence reports in the NATO Intelligence system INTEL-FS.

  • Experience with searching and extracting data from the BICES Open Sesame 3 system.

  • Reasonable comprehension of the Serbian language for cross-checking information against open sources.

  • Proven ability to communicate effectively in English, both orally and in writing.

  • A high level of understanding of the NATO Intelligence Organization.

  • A high level of understanding of current NATO Operations.

  • Sound knowledge of MS Office products

Desired qualifications:

  • Previous experience in working in the J2 section of a NATO mission HQ

  • Previous experience in working with building and updating Ground Orders of Battle
