Key Responsibilities:

Leadership and Team Management

  • Lead and supervise the provincial project team.

  • Provide clear direction, guidance, and support to team members.

  • Ensure roles and responsibilities within the team are well understood.

  • Build team capacity through mentoring, coaching, and performance monitoring.

  • Quality implementation: Project activities are delivered according to plan, standards, and expected outcomes.

  • Team members clearly understand their responsibilities, priorities, and performance standards.

  • Improved decision-making: Staff are able to make informed decisions with minimal confusion or dependency.

  • Consistent quality of work: Outputs meet required standards due to clear instructions and ongoing guidance.

Planning and Implementation

  • Translate the overall project plan into provincial-level action plans.

  • Coordinate day-to-day implementation of project activities.

  • Ensure activities are delivered on time and aligned with project objectives.

  • Adapt plans where necessary to suit local context and emerging needs

High Quality Documentation

  • Ensure reports are prepared and submitted in a timely manner meeting donor reporting requirement.

  • Closely coordinate with M & E/PQ for project monitoring and documentation for evidence-based outputs.

  • Work closely with Communications for impact stories/case studies preparation.

  • Timely and compliant reporting: All reports are accurately prepared and submitted on schedule, fully meeting donor reporting requirements and standards.

  • Strong monitoring and evidence generation: Effective coordination with M&E/PQ teams ensures consistent project monitoring, high-quality documentation, and reliable evidence-based outputs.

  • High-quality storytelling and visibility: Close collaboration with Communications results in well-developed impact stories and case studies that effectively showcase project outcomes and achievements.

Capacity Building & Team Management

  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning and Reflection Days.

  • Lead team meetings.

  • Coordinate and manage staff recruitment and capacity building in close coordination with P & C

  • Perform other duties as required.

  • Act as the main liaison between the project management unit and provincial stakeholders.

  • Engage with local authorities, community leaders, and partner organizations.

  • Foster collaboration and maintain strong working relationships.

  • Represent the project in provincial meetings and forums.

 

Monitoring, Evaluation, and Reporting

  • Track progress of activities against targets and timelines.

  • Collect and verify data to support monitoring and evaluation.

  • Prepare and submit regular progress reports.

  • Identify challenges and propose practical solutions.

  • Strong coordination established between the Project Management Unit and provincial stakeholders through effective communication and liaison.

  • Active and meaningful engagement maintained with local authorities, community leaders, and partner organizations.

  • Enhanced collaboration and trust among stakeholders, leading to improved coordination of project activities at provincial level.

  • Consistent and effective representation of the project in provincial meetings and forums, ensuring alignment and visibility of project objectives

  • Timely tracking of project activities against approved targets, milestones, and timelines.

  • Accurate and reliable data collection and verification to support monitoring and evaluation processes.

  • Consistent preparation and submission of high-quality progress reports within required reporting periods.

  • Early identification of implementation challenges with practical, evidence-based recommendations for corrective action.

Resource Management

  • Oversee the use of project resources at the provincial level.

  • Ensure accountability and proper documentation of expenditures.

  • Support logistics, procurement, and distribution of materials where required.

  • Efficient and transparent utilization of project resources at the provincial level in line with approved plans and budgets.

  • Strong financial accountability ensured through accurate, complete, and timely documentation of all expenditures.

  • Effective logistical, procurement, and distribution processes that support smooth implementation and timely delivery of project materials and activities.

Quality Assurance and Compliance

  • Ensure project activities meet required standards and guidelines.

  • Promote ethical practices and adherence to organizational policies.

  • Monitor risks and ensure mitigation strategies are in place.

  • Project activities consistently meet required technical, quality, and implementation standards as defined by organizational and donor guidelines.

  • Strong culture of ethical practice and full adherence to organizational policies across all provincial project operations.

  • Effective risk monitoring system in place, with identified risks documented and appropriate mitigation measures implemented in a timely manner.

Communication and Information Sharing

  • Maintain clear and consistent communication with the central project team.

  • Share updates, lessons learned, and success stories.

  • Ensure information flows effectively within the provincial team

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Diploma or Bachelor’s degree in Education, Community Development, Project Management, Social Sciences, Public Administration, or a related field.

  • Minimum 3–5 years of relevant experience coordinating education, community‑based, or development projects at provincial or district level.

  • Experience Managing a team

  • Sound knowledge in PNG education systems and programs

  • Good interpersonal skills and cross-cultural sensitivity in PNG context.

  • Some staff supervisory/management experience.

  • Basic understanding of project management cycle and principles.

  • Effective written and oral communication skills; Able to speak and write English well.

  • Strong Leadership skills.

  • Good networking and partnership development skills.
