The City of Independence is seeking qualified applicants for the position of Full‑Time Patrol Officer. This essential public safety role performs law enforcement duties involving the protection of life and property, prevention of crime, enforcement of laws and ordinances, and response to emergency situations.

Position Overview

Department: Police 
 Reports To: Captain and Police Chief
 Status: Full‑Time Regular
 FLSA Status: Non‑Exempt

Position Summary

Under general supervision, the Patrol Officer performs work of moderate difficulty in law enforcement, maintenance of order, protection of life and property, and crime prevention. The officer responds to emergencies, conducts patrols, enforces traffic laws, writes detailed reports, mediates disputes, apprehends suspects, assists the public, and performs related duties as required.

Essential Job Duties

• Uphold the U.S. and Iowa Constitutions and enforce federal, state, county, and city laws and ordinances.
• Patrol assigned areas by vehicle and on foot to prevent crime and maintain public safety.
• Observe activities and remain alert to suspicious or unusual occurrences.
• Maintain radio contact with dispatch and report conditions within the assigned patrol area.
• Respond to emergency calls and take appropriate action to resolve situations safely and effectively.
• Direct traffic, secure scenes, and assist medical personnel when needed.
• Enforce traffic laws, issue citations, and ensure compliance with parking regulations.
• Prepare detailed and accurate incident reports documenting events, observations, and actions taken.
• Mediate disputes, restrain individuals when necessary, and ensure the safety of all parties involved.
• Apprehend and arrest suspects, using appropriate force as required by policy and law.
• Assist with investigations, including interviews, evidence collection, and providing court testimony when necessary.


Knowledge, Skills, and Abilities

• Knowledge of the purpose of law enforcement, the criminal justice system, and applicable federal, state, and local laws.
• Ability to react quickly and remain calm in emergency or high‑pressure situations.
• Ability to use physical strength to restrain, lift, carry, and pursue individuals when necessary.
• Ability to exercise good judgment and make sound decisions in a variety of situations.
• Ability to observe situations analytically, interpret information, and document findings clearly and accurately.
• Ability to communicate effectively both orally and in writing.
• Ability to interact with the public tactfully, courteously, and impartially.
• Ability to gather, evaluate, and analyze evidence and draw appropriate conclusions.


Education & Experience
 • High School Diploma or equivalent.
 • Two years of related work experience OR an equivalent combination of education, training, and experience.
 • Preference for applicants with an Associate’s degree or higher in public administration, criminal justice, or political science.

Licensing, Testing & Certifications
 • Valid State of Iowa Driver’s License.
 • Ability to obtain and maintain required certifications, including:
 – NIMS certification
 – Iowa professional permit to carry weapons
 – Annual firearms qualification (handgun & shotgun)
 • Post‑offer physical exam.
 • Drug testing required.
 • MMPI and physical agility testing required.
 • Must be bondable.

Physical Requirements
• Frequent walking, standing, sitting, lifting, and carrying.
 • Ability to lift and carry heavy weights, including equipment and individuals.
 • Strong vision, hearing, and situational awareness.
 • Physical agility and the ability to operate equipment and vehicles safely.

Work Environment
• Indoor and outdoor work in varying weather conditions.
 • Exposure to hazardous situations, high‑risk environments, and emergency operations.
• This position is classified as safety‑sensitive.

Hours of Work
 • Typically 40 hours per week.
 • On‑call duty required seven days a week.
 • Additional hours or schedule changes may occur with minimal notice.
