Senior Proposal Manager

Connected Logistics is seeking a Sr. Proposal Manager to lead and manage highly complex Federal Government proposal efforts and strategic capture support activities across multiple contract vehicles. In this role, you will support our Growth department in the following areas:
- Serve as the Senior Proposal Manager for large, complex, and strategic Requests for Proposals (RFPs), Requests for Task Execution Plans (RTEPs), Requests for Information (RFIs), Sources Sought Notices (SSNs), and Requests for Task Order Proposals (RFTOPs), including efforts with complex teaming structures, multiple proposal volumes, and accelerated procurement timelines.
- Develop and manage proposal schedules, compliance matrices, annotated outlines, proposal templates, kickoff materials, Color Team Reviews, proposal development strategies, RFI and SSN responses, and Oral proposal efforts.
- Lead proposal teams consisting of internal staff, subcontractors, consultants, subject matter experts, writers, graphic designers, editors, and production personnel, ensuring proposal quality, compliance, responsiveness, and timely delivery.
- Coordinate and manage all phases of the proposal lifecycle, including opportunity assessment, kickoff, solution development, content development, reviews, production, submission, and lessons learned activities.
- Leverage Artificial Intelligence (AI)-enabled tools and technologies to enhance proposal development, RFI responses, capture activities, and knowledge management efforts, including improving proposal quality, compliance analysis, content generation, research, data synthesis, workflow automation, graphics development, and overall proposal development efficiency while ensuring appropriate human review, quality control, and adherence to organizational and customer requirements.
- Provide leadership and oversight for proposal strategy development, win themes, discriminators, executive summaries, management approaches, staffing approaches, transition plans, and oral presentations.
- Interface directly with executive leadership, capture managers, program managers, solution architects, and teaming partners to drive proposal development activities and ensure alignment with customer requirements and corporate growth objectives.
- Review and analyze solicitation documents, amendments, Q&As, evaluation criteria, and contract requirements to ensure proposal compliance and effective response strategies.
- Lead and facilitate proposal color team reviews, including Pink Team, Red Team, Gold Team, White Glove Reviews, and Final Quality Control reviews.
- Develop and maintain proposal process documentation, style guides, templates, reusable content libraries, and proposal best practices.
Requirements
- Ten (10) or more years of proposal management experience.
- Extensive experience managing and leading Federal Government proposal efforts, including large and complex IDIQ, GWAC, BPA, and task order proposal submissions.
- Demonstrated experience managing proposal efforts across multiple Federal contract vehicles, including Department of Defense (DoD)/Department of War (DoW), Department of Veterans Affairs (VA), and other Federal Agency procurements.
- Strong understanding of Federal acquisition regulations, proposal compliance requirements, and Government procurement processes.
- Proven ability to manage multiple concurrent proposal efforts with overlapping schedules and aggressive deadlines.
- Exceptional written and verbal communication, organizational, leadership, and interpersonal skills.
- Advanced proficiency with Microsoft Office Suite, including Microsoft Word, Excel, PowerPoint, SharePoint, and Teams.
- Flexible schedule with the ability to work evenings and weekends as required to support proposal deadlines.
- Ability to travel, including travel within the Continental United States on short notice.
Desired Skills & Experience:
- Bachelor’s or Advanced Degree in English, Communications, Journalism, Technical Writing, Business, Marketing, Management, or related field.
- Active member of the Association of Proposal Management Professionals (APMP).
- APMP Foundation, Practitioner, or Professional Certification.
- Project Management Institute (PMI) Project Management Professional (PMP) certification or related certification.
- Fifteen or more years of full-time Federal proposal management experience.
- Demonstrated experience leading task order proposal efforts valued at $100M+ and proposal efforts for multi-billion-dollar contract values.
- Demonstrated experience managing proposals under major Federal contract vehicles, including ITES-3S, DLA JETS 2.0, GSA POLARIS, GSA OASIS+, GSA MAS, VA T4NG2, and VA SPRUCE.
- Experience supporting both prime contractor and subcontractor proposal efforts.
- Experience supporting strategic capture and business development activities in support of Federal Government opportunities.
- Familiarity with Shipley proposal development methodologies and proposal best practices.
- Experience supporting DoD/DoW, VA, and Federal Civilian Agency customers.
- Experience managing distributed proposal teams in hybrid and remote work environments.
- Familiarity with knowledge management systems (including and especially SharePoint and Teams), proposal automation tools, collaboration portals, and proposal repositories.

- He/she must possess exceptional leadership, communication, collaboration, and problem-solving skills, with the ability to motivate cross-functional proposal teams under aggressive schedules and changing priorities.
- The Senior Proposal Manager must be capable of balancing strategic thinking with hands-on proposal execution responsibilities.
- The work environment involves simultaneous proposal efforts, evolving customer requirements, compressed procurement timelines, and frequent coordination with internal and external stakeholders.
- Based on organizational needs, the Senior Proposal Manager may work extended evening and weekend hours, sometimes on short notice.
- On-site work location is based in Springfield, VA office or an approved alternate work location.
Total Rewards Statement
We believe in fairness and clarity throughout our hiring process. The anticipated salary range for this position is $145,000.00 to $165,000.00 USD. This is a good-faith range based on factors such as your experience, geographic location, and any applicable contractual requirements, and may vary slightly.
