MAIN ACCOUNTABILITIES
Occupational Health and Safety (OHS) Management Systems
Lead the implementation of assigned Occupational Health and Safety (OHS) programs at the business unit following the HES Management Systems to ensure compliance to the Corporate HES POlicy and applicable regulatory requirements on OHS standards.
Lead the implementation of policies, procedures, guidelines, standards and programs on OHS to reduce, if not eliminate, the extent of employee hazard exposure and to comply with regulatory requirements and to reduce incidents of employee and contractor accidents, injuries and/or fatalities.
Provide advice to the employees and Contractors on Corporate HES Policies and required activities, actions and personal safe work practices and behavior
Lead in the implementation of assigned OHS program including industrial and occupational safety, permitting system, fire protection, traffic safety, hazardous materials abatement, safety audits, emergency preparedness and response to ensure compliance with government and company safety rules and regulations
Manage and perform the assigned OHS training programs for employees and contractors, coordinate and conduct safety meetings in line departments and project safety committees
Design, plan and strategize safety operations activities to all employees and contractors following EDC's safety operations guide in accordance with the established safety policies and procedures. Performs safety and emergency operations or other responsibilities related to the delivery of safety services as the situation requires on top of the above responsibilities to support Corporate Safety and Emergency initiatives
Lead and manage the contracted Safety Inspectors and Safety Emergency Response Team in the implementation of various OHS Programs
Manage and facilitate MAGP HES Committee in compliance to regulatory requirements
Risk Assessment
a. Lead and supervise the implementation of safety walkthroughs inspections of facilities as well as observance of critical tasks to ensure to ensure all hazards are clearly identified, risk assessed and mitigated with the appropriate engineering and administrative controls, workers are provided with the correct PPE, as the business unit consistently complies with HES Policy and OHS Management Systems. These covers the disciplines of electrical safety, road transportation, fire management, and hazardous chemical management.
b.Provides technical support in the implementation and monitoring of Hazard Identification, Risk Assessment and Control (HIRAC) process across the facility
c. Lead the team in the monitoring and auditing NSCPs/SAP conformance to Permit for Work (PFW) & General Safety System across the facility.
Contractor/Supplier HES Competency
a. Lead and implement collecting, reviewing and auditing Contractor’s Health and Safety Plan and OSH Compliance Register
b. Lead and facilitate conduct of safety walkthroughs and inspections of contracted services and works as well as observance of critical tasks (e.g., hot work, confined space entry) to ensure that Contractors are consistently complying with HES rules and regulations of the Company, the specification/conditions of the Health and Safety Plan, permits and work instructions and procedures;
c. Lead and facilitate the planning, review, assessments and audit (together with key stakeholders) for accreditation, pre-qualification, and selection of Contractors to ensure that the Contractor has the capability of executing the work in a safe manner.
d. Lead and manage the implementation of OHS programs to ensure that contractors are properly trained on proper work procedures and safety regulations.
e. Supervise, review, strategize, implement and audit the Road Transport Safety Programs

f. Lead and manage the conduct of HSE orientations for visitors, employees and all contractors before allowing entry to MAGP Facility. Review of Contractors trainings/ competencies, issuance of HES Identification cards, review and monitor expiration of validities.
g. Lead and supervise the implementation of drivers toolbox meetings, CP monthly meeting and contractors safety officers meeting to update them on the newly issued procedures and guidelines as well as enhance their safety knowledge related to their assigned crafts.
Stakeholder Relations
Engages and maintains a network with external stakeholders to include but not limited to: the government and other regulatory agencies, the academe, NGOs, to establish a good relationship with the external stakeholders. Provide support to community partnership programs covering health related programs, projects and activities.
Safety and Emergency Response
With the authority from the Crisis Management Team and following the Business Continuity Process, order the shutdown of relevant facility or stoppage of hazardous activities when conditions considered immediately dangerous to life and health exist or are in violation of safety rules. Initiate and spearhead Emergency Response Actions as and when required. Directs and supervises the activities of project Emergency Rescue, Fire Brigade, First Aiders and Medical Teams to ensure that tactical response efforts are efficient and effective. Supervise and manage the planning and implementation of emergency drills ie. Fire, earthquake, chemical, explosion, armed attack etc.
Training and Competency
Participate and collaborate in the development of assigned OHS training programs for employees and contractors; coordinate and conduct safety meetings in line departments and project safety committees Identify safety programs and leads in the implementation of safety trainings and seminars for employees and contractors such as SAP/Aps/NSCPs Training and Certification, fire safety, first aid, general accident prevention, toxic gases, defensive driving, MSDS Hazardous Materials Storage, Handling and Disposal and emergency preparedness (including the conduct of drills),Rigging and Lifting, Scaffoldings etc. as required in the company programs and regulatory requirements. Lead audits and evaluates the effectiveness of the training program by analyzing safety reports, incident investigations and other supporting records. Recommend improvements to the Safety Training Program. Conduct performance appraisal of staff and ensure effective recruitment, selection, coaching/mentoring, management, and development of OHS Officers. Reviews, consolidates and recommends training to upgrade skills of staff Implement and cascade the culture transformation programs to achieve Regenerative HSE goals.
Incident Reporting and Investigation
Lead and implement parallel incident investigation with proponents to verify veracity of reports. Analyzes all incidents to determine trends, recurring problems and potential risks and recommends improvements to the company’s overall health and safety programs. Monitors incident notifications and closure reports are submitted and closed promptly, corrective actions are verified and validated to be effective in order to ensure management is informed of incident details for appropriate decision making. Reviews Lessons Learned Bulletins issued to all projects for dissemination of key lessons from incidents Assist the proponents in the incident reporting with Corporate HSE Committee and Board Committee Meeting.
HES Performance Measurement
Monitor, track and analyze OHS related performance indicators (both leading and lagging) throughout the business unit including Contractors. Review and monitor project OHS reports, statistics and ensures OHS related records are maintained
REGULATORY REPORTING AND COMPLIANCE REVIEWS
- Lead and supervise in the preparation, review and submission of regulatory reports such as but not limited to DOE, DOLE, BFP ie. WAIR, HES Committee Report etc.
- Develops and implements a site OHS audit and compliance monitoring plan
- Direct OHS program compliance through review of accident report, field visits and safety committee reports and suggestions, and recommend improvements
- Lead the safety team in the audit of safety processes
- Lead in the inspection and walkthrough during the periodic inspection or audit of regulatory bodies and facilitate closure of all safety findings.
Provide support to the Facility to assess and mitigate the occupational health and safety related impact of its business activities in which it operates whether internal (various verticals) or external . Linking to sustainable development, social performance management and licenses (fire safety permit, annual exposure data report, DOLE, DOE Qrtrly report) to operate plans and activities.
Leads and supervises implementation of Workplace Exposure Monitoring on specific hazards such as H2S and noise area measured to determine if the levels of exposure are within safe limits; ensure the provision of the appropriate engineering and administrative controls and correct PPE when limits are exceeded. Also, perform calibration of Gas Detectors and emergency response equipment.
Strategize and support the implementation of Company's Hearing Conservation, Respiratory Protection and Ergonomic Programs to protect the workers from acute and chronic health effects and illness.
RESOURCE MANAGEMENT
Reviews and manage (OPEX/CAPEX) budget based on OHS Management's projected requirements and work program Controls and monitors Safety Management's financial budget and performance based on approved budget Drives the proper maintenance and upkeep of all OHS related equipment for the efficient operations Lead and manage the Safety Inspectors and Emergency Response Team contracts to ensure compliance of provider and assigned workers in timely and cost efficient manner. Supervise the implementation, monitoring, review, requisition/storage and issuance of Personal Protective Equipment to all employees.
CONTINUOUS IMPROVEMENT PROJECTS AND MAINTENANCE OF SAFETY EQUIPMENT & TOOLS
a.Lead and manage various safety projects to control hazards and improve health and safety processes of the facility.
b.Lead and supervise maintenance and inspection of various safety and fire fighting equipment and tools
c.Implement and review a structured approach to the analysis and control of Human Factors risk to address unsafe behaviors and unsafe conditions thru Good Catch Program.
d.Assist and ensure implementation of process safety and closure of incidents
e. Provide safety guidance during kick off meetings, HAZOP and other related meetings.
