Site Manager – Higher Headquarters Assessment Program

Primary Location: Program Site – Fredericksburg, VA (with extensive CONUS travel to Army installations)

Clearance: Active Secret (Top Secret eligibility preferred)

Ability to work remotely: No – role requires regular on-site presence and travel to support installations, executive engagements, and Government leadership


Job Summary

Obsidian Solutions Group (OSG) is seeking a Site Manager to serve as the senior on-site leader for the Higher Headquarters Assessment (HHA) program. The Site Manager is the primary point of contact with the Government Contracting Officer's Representative (COR) and IMCOM leadership, and is responsible for overall contract management, staffing, subcontractor oversight, budget and resource allocation, and successful execution of all Performance Work Statement (PWS) requirements. This role leads Program Management Reviews, executive engagements, and customer relationship management while ensuring contract compliance, quality, and continuous process improvement.


Specific Responsibilities

  • Serve as the primary point of contact with the Government COR and IMCOM leadership.
  • Provide overall contract management and ensure successful execution of all PWS requirements.
  • Manage contract performance, staffing, subcontractor oversight, budget, and resource allocation.
  • Oversee contract compliance, quality assurance, risk management, and performance metrics.
  • Review and approve major deliverables before Government submission.
  • Lead Program Management Reviews (PMRs), executive meetings, and customer engagements.
  • Resolve contract issues and coordinate corporate support resources.
  • Ensure customer satisfaction and continuous process improvement.


Requirements

Required Qualifications

  • Education: Bachelor's degree in Business Administration, Program Management, Public Administration, Homeland Security, Emergency Management, Criminal Justice, Military Science, or a related field. Master's degree preferred.
  • Minimum 10 years of progressively responsible experience managing DoD, Army, Federal, or Homeland Security programs of similar size and complexity.
  • Minimum 10 years managing multidisciplinary teams supporting geographically dispersed operations.
  • Demonstrated experience serving as the primary Government interface on Federal contracts.
  • Experience managing subcontractors, staffing, quality assurance, contract performance, financial oversight, and risk management.
  • Experience supporting Army installation operations, protection programs, inspections, security, emergency management, or mission assurance preferred.
  • Required Certifications: Active Secret Security Clearance; DoD Cyber Awareness Training; OPSEC Level I; Antiterrorism Level I Awareness.
  • Clearance Level Required: Active Secret (Top Secret eligibility preferred)
  • Preferred Qualifications
  • Preferred Certifications: PMP Certification; DAWIA Program Management (desired); FEMA ICS 100, 200, 700, 800.


Physical Requirements and Work Environment

  • Work is performed in both office and field environments, including on-site assessments at Army installations. Must be able to walk, stand, and stoop for extended periods while touring facilities and grounds, and occasionally lift up to 25 lbs. Ability to work outdoors in varying weather conditions during site assessments.

Travel

  • Frequent travel required (up to 50%) to support installation assessments, executive engagements, and Government meetings across CONUS.
