Job Description
Job Title and Grade: Clinical Lead (Ceannaire Cliniciúil) National Gender Healthcare ProgrammeMinimum of 0.5WTE is required, and up to a maximum of 0.8WTE for a two-year period.
This appointment will be on the basis of grade-to-grade reassignment/secondment and current remuneration will apply.
Terms and Conditions: The successful candidate will retain all current terms and conditions (including remuneration and annual leave) on reassignment/secondment into the role.
The standard working week associated with this post is a minimum of 0.5 WTE, up to a maximum of 0.8 WTE per week, Monday to Friday. (Specific working days to be agreed on appointment). Clinical Practice will be facilitated.

Taking up Appointment: The successful candidate will be expected to take up post as soon as possible after the completion of the selection process but no later than two months after the post has been offered.

Clinical Design & Innovation | Chief Clinical Officer Function
The CCO function is responsible for the development and assurance of national clinical standards and pathways, quality and patient safety approaches and leads on the development and delivery of clinical strategies and nationally mandated programmes. The CCO supports the Health Regions, working with clinical leadership and management structures, to support performance/improvement initiatives, leading clinical change and promoting integrated, patient-centred care while providing assurance to the CEO.
The CCO function will provide significant input into planning, reporting and performance management processes, contributing clinical expertise, insight and guidance around specific care groups/clinical services and various clinical matters.
NCAGL Structure: The core role of the Office of the NCAGL for Children and Young People is to provide clinical leadership and guidance to effect the development and implementation of best practice care pathways and models of care and a coordinated approach to integrated, patient-centred care that is sustainable into the future.
Details of the Programme: Gender Healthcare Programme
The HSE has established a National Clinical Programme for Gender Healthcare to develop an updated clinical model of care for gender healthcare services to meet the needs of the Irish population. The HSE model of care will be informed by clinical evidence and those with lived experience and will prepare a care pathway for our Irish patients from childhood to adulthood. It will support the doctors, nurses and health and social care professionals (HSCPs) who work in gender healthcare. On completion of the model of care, there will be a need to support and lead on national implementation of the new model.
Reporting Relationships: The post holder will report to the NCAGL for Children & Young People, or other nominated designee. Liaise with the relevant General Manager relating to the management and operation of the reassignment / secondment. To be advised on appointment.
Key Working Relationships: The execution of duties will involve the development of communication arrangements with key stakeholders, both internal and external. These include, but are not limited:
- Regional leadership and gender healthcare services
- HSE National Directors, National Clinical Reform office, Hospital CEOs, REOs, Clinical Directors, Consultants, GPs, Directors of Nursing, HSCPs, HSE National Services, Department of Health, postgraduate training bodies and professional representative groups
- National Clinical Programme Leads and teams
- The post holder will work to build relationships across hospital and community with all key patient stakeholders
- The Clinical Lead should work with the multi-specialty Clinical Advisory Group (CAG), based in RCPI and inform and share the NCP’s programme and progress of work at regular intervals and no less than a quarterly basis.
Purpose of the Post: The post holder will be responsible for ongoing planning to support implementation of the MoC and support development of gender healthcare services which may include overseas partners.
The Clinical Lead will explore collaborative, international research programmes as part of the effort to develop evidence and inform ongoing clinical practice. In addition explore the development of a registry for all ages to better understand the condition and the impact of interventions.
Principal Duties and Responsibilities:
Leadership
• Act as the Clinical Lead for the Gender Healthcare Programme to develop and support the implementation of a framework for the delivery of a sustainable and safe service for all ages, across the regions.
• Develop and lead on annual priorities, outcomes, deliverables and a work plan for the Gender Healthcare Programme in consultation with the Office of the CCO.
• Provide expert clinical advice and leadership to CCO on relevant matters.
• Provide clinical design & innovation leadership, expert clinical advice and practical support and direction concerning the development of clinical practice guidance and care pathways in Gender Healthcare.
• Provide advice and expertise as requested by the HSE Consultants Applications Advisory Committee.
• Guide and support the implementation of relevant elements of their relevant programme, and its Strategies, Models of Care, Guidelines etc.
• Identify evidence-based metrics, KPIs and outcomes for internal and external benchmarking.
• Engage and collaborate with clinical colleagues nationally including other clinical leads, regional leadership, gender healthcare services, and all other relevant stakeholders.
• Link with the relevant CAG to support implementation of the MoC.
• Support clinical audit, data collection and relevant quality improvement initiatives.
• Work with relevant patient groups and patient representatives to ensure the voice of the patient is considered as practices and guidelines are developed and defined.
• Contribute as a clinical subject matter expert to the development of key materials, as required.
• Support and identify Working Groups and Work streams, where appropriate
Other
• Make information available with respect to PQs or Reps for Government and so forth as required.
• Adhere to the HSE Communications protocol for any interaction with the press or media and in relation to any public relations events or queries and also Government Agencies.
• Adhere to the HSE National Financial Regulations for any expenditure or costs associated with the programme of work.
• Comply with Freedom of Information and Data Protection legislation
• Comply with the Ethics in Public Office and the Controls Assurance Statement process as required.
• Demonstrate pro-active commitment to all communications with internal and external stakeholders.
• Engage in the HSE performance achievement process in conjunction with your Line Manager and staff as appropriate
