Ko tōu ake mahi - What you’ll do

This is a high‑impact role at the centre of the Ministry’s stewardship of major health infrastructure investment. As Principal Adviser, Infrastructure Monitoring, you’ll lead complex monitoring and assurance on Health New Zealand’s high‑risk and high‑value infrastructure portfolio, helping senior leaders and Ministers understand delivery confidence, system impacts and long‑term sustainability. Working closely with the Lead Adviser, you’ll provide authoritative judgement, integrate insights across monitoring domains and lift the quality and confidence of infrastructure monitoring practice across the group.

You will

  • Lead complex infrastructure monitoring and deep dives across major capital programmes, asset portfolios and investment plans, assessing delivery confidence, value for money and alignment with service outcomes.

  • Provide authoritative judgement and escalation advice by assessing materiality, trajectory and system impact of infrastructure risks, and leading or assuring advice to senior leaders and Ministers on proportionate responses.

  • Deliver targeted assurance for high‑risk issues by shaping terms of reference, testing evidence, commissioning external reviews where needed, and translating assurance findings into clear monitoring insights and judgements.

  • Assure asset management maturity and long‑term sustainability by assessing integrated, service‑led infrastructure planning, whole‑of‑life asset strategies and readiness to support future service delivery needs.

  • Lift monitoring practice and system insight by integrating infrastructure intelligence with service performance, financial and digital monitoring, mentoring Senior Advisers and Advisers, strengthening tools and approaches, and embedding equity and Te Tiriti o Waitangi obligations in all work.

Ko ngā pūkenga ōu - What you’ll bring

  • Relevant tertiary qualification and/or equivalent experience in health, infrastructure or a complex public‑sector environment.

  • Advanced infrastructure monitoring and assurance expertise, applying a disciplined, risk‑based approach to major capital programmes, asset portfolios and investment pipelines.

  • Strong practitioner judgement, able to assess delivery confidence, identify systemic and emerging risks, and advise on proportionate escalation or intervention.

  • Proven capability leading deep dives and intensive assurance, integrating infrastructure insight with financial, service‑performance and digital perspectives to form robust monitoring insights and judgements.

  • Highly credible technical leader with strong influencing and communication skills, able to mentor others, operate effectively in challenging environments, and uphold Te Tiriti o Waitangi obligations.

  • Collaborative skills and willingness to work with other teams/ groups, Health New Zealand and external agencies (ie Treasury) to ensure the Ministry is offering the best possible advice to senior decision makers;
