About the Role

Construction Supervision & Quality Assurance Specialist (International Expert)

Experience-Minimum 15 years of relevant experience in construction supervision and quality assurance of dam and water infrastructure projects

Job Summary

We are seeking an experienced Construction Supervision & Quality Assurance Specialist (International Expert) to provide technical leadership in the supervision, quality control, rehabilitation, and safety management of dam projects. The ideal candidate will possess extensive expertise in construction quality assurance, dam rehabilitation, and preparation of technical standards and manuals.

Key Responsibilities

  • Lead and oversee construction supervision and quality assurance activities for new and rehabilitation dam projects.

  • Ensure compliance with approved designs, technical specifications, quality standards, and contractual requirements.

  • Develop and review Construction Supervision & Quality Assurance (CS&QA) manuals, guidelines, and standard operating procedures.

  • Prepare technical guidelines and manuals related to dam construction, rehabilitation, and dam safety management.

  • Conduct quality inspections, audits, and site assessments to ensure adherence to engineering best practices.

  • Provide expert advice on rehabilitation strategies for existing dams and associated infrastructure.

  • Support risk assessment, safety evaluations, and emergency preparedness related to dam operations.

  • Prepare technical reports, documentation, and recommendations for project stakeholders.

  • Contribute to technical publications, knowledge-sharing initiatives, and capacity-building programs.

  • Liaise with government agencies, consultants, contractors, and multidisciplinary teams to ensure successful project delivery.

Educational Qualification

  • Bachelor’s Degree in Civil Engineering from a recognized university.

  • Master’s Degree or higher in Civil Engineering, Water Resources Engineering, Structural Engineering, or a related field is preferred.

Required Experience & Skills

  • Minimum 15 years of professional experience in construction supervision and quality assurance for dam or major hydraulic infrastructure projects.

  • Proven experience in the construction of new dams and rehabilitation of existing dams.

  • Strong knowledge of quality management systems, construction methodologies, and engineering standards.

  • Experience in preparing CS&QA manuals, technical guidelines, and dam safety documentation.

  • Demonstrated involvement in technical committees, expert panels, or advisory groups related to dam safety or disaster management is desirable.

  • Excellent report writing, technical communication, and stakeholder coordination skills.

Preferred Criteria

  • Experience working on internationally funded infrastructure projects.

  • Membership in expert committees related to dam safety, disaster resilience, or water resources management will be an added advantage.

  • Prior involvement in at least five (5) dam rehabilitation projects is highly desirable.

  • Familiarity with international engineering standards and best practices for dam construction and rehabilitation.
