About the Role

Description

Basic Function: Directly responsible for all overall administration, coordination, and evaluation of the Human Resources Department.

Essential Functions:

  1. Plans, organizes, and controls all activities of the department. Annually reviews and makes recommendations to Executive Management for improvement of Agency policies, procedures, and practices of personnel matters.
  2. Maintains knowledge of industry trends and employment legislation and ensures Agency compliance. Files the EEO1 Report annually; maintains other records, reports, and logs to confirm to other federal and state regulations.
  3. Communicates changes in Agency personnel policies and procedures and ensures proper compliance is followed. Prepares and maintains personnel policies and procedures. 
  4. In collaboration with the Agency’s brokers, oversees benefits administration. 
  5. Coordinates and monitors all employee FMLA.
  6. Oversees recruitment for all staff, students, and temporary employees; conducts new hire orientation in absence of the HR Asst.
  7. Oversees initial and ongoing credentialing for all clinical staff.
  8. Conducts investigations related to personnel issues, recommends action, performs employee relations counseling. 
  9. Conducts exit interviews upon employee separation. 
  10. Consults with legal counsel as appropriate and/or as directed by the CEO regarding personnel issues. 
  11. Facilitates all unemployment activities.
  12. Maintains and approves all job descriptions and interview questions.
  13. Monitors and facilitates the employee performance appraisal process. 
  14. Works directly with department managers to assist them in carrying out their responsibilities on personnel matters. 
  15. Reports worker’s compensation claims to worker’s compensation insurance and ensures all required OSHA paperwork is completed.
  16. Supervises the staff of the Human Resources Department.
  17. Complies with CHC Standards of Conduct, Code of Conduct and Corporate Compliance.

Secondary Functions:

  1. Maintains personnel files complying with laws and regulations. Retains files in accordance with all applicable retention laws and regulations.
  2. Understands role in Disaster Plan and that safety is a condition of employment.
  3. Follows CHC’s policies and procedures.
  4. Serves on various CHC and community committees as required/requested
  5. Attends meetings, seminars, and conferences as appropriate to ensure skills and knowledge remains current.
  6. Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies and procedures to affect continual improvement in efficiency of HR Department and services performed.
  7. Other duties as assigned

Requirements

Minimum Qualifications:

  1. Ability to perform each essential function duty satisfactorily with or without reasonable accommodation. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  2. Bachelor’s Degree in Human Resources, Business or closely related field Or Three years’ experience in Human Resources at a managerial level.
  3. Ability to obtain professional in Human Resources (PHR) Certification.
  4. Demonstrated extensive knowledge of state and federal HR laws and regulations and HR best practices.
  5. Possess a valid driver’s license.
  6. Working knowledge of Microsoft Office products and HRIS programs.
  7. Ability to work well under pressure in a fast-paced environment. 
  8. Detail oriented, organized, professional, and the ability to multi-task.
  9. Good interpersonal and human relations skills are required. Must possess skills to empathize and care for a variety of patients, including low-income and diverse cultures and treat everyone (internal and external customers) with respect and dignity.
  10. Ability to maintain confidentiality at all times in all situations and follow the laws and intent of the most current HIPAA laws and regulations and Canyonlands’ security and privacy policies.
  11. Ability to read, write and speak clearly understandable English. 

Preferred Qualifications:

  1. Professional in Human Resource (PHR) or Senior Professional in Human Resources (SPHR) certification (unexpired).
  2. Five years’ experience in Human Resources at a managerial level.
  3. HR experience in a health related field.
  4. Bi-lingual (English/Spanish/Navajo) language skills.

I understand that the duties that are required of me place me in a Category II.

While performing the duties of this position, the employee is exposed to weather conditions prevalent at the time. The employee may experience exposure to dust, pollens, pollutants, fumes, and communicable diseases as related to the health care environment. The noise level in the work environment is usually moderate.

Travel is required. It is anticipated that travel will be: 10% – 25%

Canyonlands requires all staff to be vaccinated for Flu, Hep B, MMR, Tdap, Covid-19, and Varicella. 

New employees must be screened for Tuberculosis.
