Position Summary
The Human Resources Specialist - Labor & Employee Relations will provide analytical and technical federal human resources support to a Department of Defense Human Resources Office. The position supports a broad portfolio of employee and labor relations programs, including employee relations, disciplinary actions, performance management, workers' compensation, telework, leave administration, benefits-related activities, health and wellness programs, and related HR policy and compliance requirements.
Requirements
Labor & Employee Relations
- Research and analyze federal HR laws, regulations, policies, rules, and procedures and provide recommendations and informational support to HR leadership, employees, supervisors, and managers.
- Support employee relations matters, including disciplinary and adverse-action-related activities.
- Draft informal and formal disciplinary letters, correspondence, local instructions, policies, Standard Operating Procedures (SOPs), reports, and briefing materials.
- Support pre-action meetings involving employees and supervisors.
- Assist with administrative investigations and preparation of investigatory reports and findings.
- Provide support and guidance related to employee relations programs and requirements.
- Develop and deliver employee relations training for managers and employees.
- Support Labor and Employee Relations program compliance and Command inspection readiness.
Performance Management
- Support performance management activities associated with the Warfare Center Demonstration Project (DEMO) and Department of Defense Performance Management and Appraisal Program (DPMAP).
- Assist with development of performance management instructions and SOPs.
- Provide informational support and training to supervisors and employees.
- Track and maintain performance appraisal documentation.
- Develop metrics and reports for Command leadership.
- Troubleshoot performance management system and tool issues.
Leave, Telework, Benefits & Workers' Compensation
- Support administration of the Command Telework Program, including agreements, policies, metrics, training, and program documentation.
- Support the Voluntary Leave Transfer Program (VLTP), including program tracking, employee inquiries, leave donations, payroll coordination, medical documentation, and metrics.
- Provide informational support regarding absence and leave policies.
- Support the Federal Employees' Compensation Act (FECA) program and workers' compensation claims.
- Coordinate with the Department of Labor and other stakeholders regarding applicable workers' compensation activities.
- Assist with tracking claims, maintaining documentation, reporting metrics, and completing chargeback reports.
- Support employee retirement activities, health fairs, benefit events, blood drives, and related employee programs.
Requirements
Minimum Qualifications
- Must meet the minimum education and experience requirements established for the HR Specialist labor category under SOW §12.3.
- Demonstrated professional experience performing federal human resources functions.
- Experience supporting employee relations, labor relations, performance management, leave, telework, workers' compensation, or related HR programs.
- Knowledge of Title 5, federal HR regulations, policies, and procedures.
- Demonstrated ability to research HR issues, analyze information, develop recommendations, and prepare professional written products.
- Strong written and verbal communication skills.
- Ability to handle sensitive personnel information and PII with discretion and confidentiality.
Preferred Qualifications
- Department of Defense, Department of the Navy, NAVSEA, or other federal civilian HR experience.
- Experience with DPMAP and/or DEMO performance management programs.
- FECA/Workers' Compensation experience and familiarity with ICPA requirements.
- Experience drafting disciplinary correspondence and supporting administrative investigations.
- Experience developing HR policies, SOPs, training, metrics, and management briefings.
- Experience with DCPDS, TWMS, DCPS, HRLink, SharePoint, MyPerformance, or comparable federal HR systems.
Work Environment
This position supports NSWCPD's Human Resources Division in Philadelphia, Pennsylvania. Work will be performed in accordance with Government-designated on-site and authorized telework requirements. Personnel must be available to report to the primary place of performance for required on-site activities.
