About The Company
Safe Place for Youth was founded in 2011 by a group of dedicated volunteers and Founder/Executive Director Alison Hurst, offering hot food, clothing, and socks to homeless youth in Venice Beach from their cars. Since those humble beginnings, we've been driven to give youth opportunities to transform by multiplying our services, building our programming, and strengthening our partnerships. With incredible support from Board Members, donors, volunteers, and partner organizations, SPY has grown from a 100% volunteer-led organization to a professional staff of approximately 60 employees, whose skill sets have strengthened our programs. In April 2015, we moved into our own building in Venice, giving us the opportunity to expand programs, address youth needs, and partner with local specialty service providers. The timing of our expansion is significant. In Los Angeles, there is a real urgency in addressing the issues of homelessness and SPY stays centrally involved in the discussions impacting policy change. The reality is that the numbers of homeless youth have increased to epidemic proportions, which means we must respond to the crisis by continuing to grow our programs and maintaining our leadership role with coalition groups working to end youth homelessness. JOB TITLE: Director of Human Resources

REPORTS TO: Chief Operating Officer

SCHEDULE: Monday-Friday (8:30am-5:00pm)

LOCATION: Venice, CA, Access Center (Hybrid)

STATUS: Full-Time, 40 hrs/wk, Exempt

SALARY RANGE: $100,000 - $115,000 Annually

Safe Place for Youth (SPY) is the leading service provider for youth experiencing or at-risk of homelessness in West Los Angeles. Founded in 2011, our agency offers trauma-informed, low barrier programs that support young people in exiting the streets and achieving stability. Our robust continuum of care includes street outreach, drop-in services, health and wellness programming, case management, education and employment services, and housing programs.

ABOUT THE ROLE:

The Director of Human Resources is responsible for managing and monitoring the following functional areas: employee relations, recruitment, onboarding, policy development and implementation, employment law compliance, payroll functions, benefits administration, leaves and terminations, performance reviews, and risk management. This position requires an extremely perceptive, flexible, and proactive person who is capable of relating to and working collaboratively with individuals at all levels within the organization. 


WHAT YOU’LL DO:

  • Oversee the Human Resources (HR) department and personnel, and work closely with SPY’s external HR team to assure seamless and comprehensive HR support. 
  • Lead performance management for all HR team members including coaching, disciplinary processes, and assurance that department goals and deadlines are met.
  • Implement trauma-informed organizational practices within HR and provide trauma-informed, strengths-based supervision and professional development for supervisees. 
  • Communicate with management and employees on various human resource policies, procedures, laws, standards and other government relations.
  • Ensure all HR policies, procedures, and training programs are consistently administered, aligned with organizational goals and in compliance with professional and regulatory standards; monitor adherence to rules, regulations and procedures. Develop and implement new policies as needed and ensure that SPY’s employee handbook, Workplace violence Prevention Program, and any other necessary documents, are accurate and updated annually.
  • Assure compliance with SPY’s Illness and Injury Prevention and Workplace Violence Prevention Programs, including management training, incident report completion, tracking, and all other procedures necessary for compliance
  • Administer SPY’s compensation program, career pathways, and execute the performance evaluation process
  • Assure appropriate maintenance and auditing of employee files and job description.
  • Receive, manage, and guide timely and comprehensive responses to complaints and employee relations issues.
  • Negotiate and manage employee benefits plans, including claims resolution; support staff with benefits; communicate benefits information; and manage open enrollment.
  • Conduct recruitment for all positions, and temporary employees; manage internships; conduct new employee orientations; and monitor employee development and lifecycle.
  • Work closely with other supervisors and external HR team to assure timely and comprehensive performance management across the agency. 
  • Manage implementation of payroll bi-weekly, ensuring accuracy, proper funding allocations, and timely disbursements of final paychecks
  • Monitor and ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Facilitates professional development, training, and certification activities for HR staff.
  • Manage HR budget and assure appropriate stewardship of funds. 
  • Represent the organization for any unemployment or other legal claims.
  • Work closely with the Chief Operating  Officer on other organizational matters as needed, including strategic planning issues, budget matters, employee engagement and retention strategies, staff development and other organizational development issues.
  • Completes regular reporting, including monthly outcomes reporting.
  • Serves as the ADA and HIPAA compliance officer.
  • Collaborates with Operations, to assure OSHA standards are met.
  • Actively engage in organizational risk management, including co-leading SPY’s Safety Committee and leading the HR Safety Committee, including driving the organizational safety projects associated with those convening. 
  • Other duties and responsibilities as assigned to support the mission of the organization.

Requirements

WHAT YOU’LL NEED:

  • SHRM or PHR Certification required
  • Bachelors degree in Human Resources, Business Management or related field is preferred.
  • Masters degree in any related field is preferred
  • California Law HR Specialty Credential preferred. 
  • 4-5 years of experience coaching, training and developing talent is required
  • Expertise in human resources best practices and California laws is required.
  • At least 2 years of experience in the California non-profit sector is preferred.
  • An ideal candidate would demonstrate a history of developing policies and developing programs designed for employees with lived experience of homelessness
  • Commitment to and passion for the mission, vision, values and culture of SPY.
  • Excellent communication skills both verbal and written.
  • High level of confidentiality and integrity when dealing with sensitive matters.
  • Demonstrated ability to manage major projects or initiatives.
  • Excellent interpersonal skills and a collaborative management style.
  • A demonstrated commitment to high professional ethical standards and a diverse workplace.
  • High comfort level working in a diverse environment.
  • Attention to detail.
  • Must have reliable transportation.
  • Successfully pass a Live Scan background check after receiving an offer of employment and provide proof of TB test or PPD Risk assessment within the last 60 days. 

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Changes in the environment, such as the office or outdoors.
  • Physical effort/lifting, such as sedentary- up to 15-20 pounds at times.

SPECIAL CONDITIONS:


Mandated Reporting Requirements: All SPY employees are mandated reporters and are legally required to report any reasonable suspicion of child, elder, or dependent adult abuse or neglect.


COVID-19 Vaccination Requirements: Effective August 9, 2021, the State Health Officer has mandated that all workers, paid or unpaid, in homeless services organizations must provide proof of vaccination. Driver Positions:
