About the Role

JOB TITLE: Program Manager – Data & Analytics 

POSITION NUMBER: 260821-0085-PM-DA

POSITION LOCATION: Atlanta, GA, USA

TRAVEL: As required to fulfill the responsibilities of the position


ASRT is seeking a Program Manager – Data & Analytics to provide overall leadership, governance, and contract management oversight. This role will coordinate surveillance data management, statistics, data science, programming, enterprise data platforms, and monitoring and evaluation operations into an integrated delivery model. The Program Manager will serve as ASRT’s primary management liaison with the Centers for Disease Control and Prevention (CDC) and will actively oversee staffing, schedules, deliverables, quality, risk, security, subcontractor performance, and financial performance.


MAJOR DUTIES AND RESPONSIBILITIES

  • Provide overall program management and contractual leadership for Task Area 2. 
  • Serve as ASRT’s primary management interface with CDC. 
  • Direct integrated performance across surveillance, statistics, data science, programming, and 1CDP/data-management workstreams. 
  • Develop and maintain integrated project schedules, workplans, staffing plans, milestones, dependencies, and deliverable calendars. 
  • Manage staffing, utilization, subcontractors, and cross-project dependencies. 
  • Monitor cost, schedule, technical performance, quality, staffing, and risk. 
  • Maintain risk, issue, action-item, decision, and dependency registers. 
  • Oversee monthly, annual, and executive reporting. 
  • Ensure compliance with CDC security, privacy, records management, Section 508, AI, EDAV/1CDP, and applicable EPLC requirements. 
  • Lead onboarding and task-order mobilization activities. 
  • Coordinate quality-control reviews prior to deliverable submission. 
  • Develop corrective actions and recovery plans when schedule, staffing, quality, or performance metrics are at risk. 
  • Facilitate executive status reviews, technical coordination meetings, and program-management reviews. 
  • Coordinate technical leads, statisticians, epidemiologists, data scientists, data engineers, and subcontractors. 
  • Maintain program dashboards and performance metrics.       

Requirements

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master's degree in relevant disciplines may include Program Management, Data Analytics, Public Health, Business Administration, Information Systems, Data Science, or related field consistent with ASRT’s approved Management/Operations Business Program Manager LCAT.

 Preferred Education/Certification

  • Master’s degree in Public Health, Business Administration, Information Systems, Data Science, or related field. 
  •  Project Management Professional (PMP) strongly preferred. 
  • Agile/Scrum certification desirable.

Minimum Experience

  • 8 years of relevant program management experience. 
  • Experience managing multidisciplinary technical teams. 
  • Demonstrated Federal contract or task-order management experience. 
  • Experience managing schedules, risks, deliverables, staffing, and customer relationships. 
  • Experience managing multiple concurrent technical workstreams. 

  Preferred Experience

  • 10+ years of Federal program management. 
  • CDC/HHS program-management experience. 
  • Experience managing public-health analytics, Health IT, data modernization, or scientific programs. 
  • Experience managing simultaneous workstreams and subcontractors.      
  • Knowledge of CDC EDAV, 1CDP, EPLC, or comparable Federal enterprise environments. 

  Required Skills & Tools

  • Public-health surveillance data management. 
  • Epidemiologic data analysis. 
  • Data ingestion, cleaning, transformation, validation, and storage. 
  • Data-quality assessment and anomaly resolution. 
  • SQL-based data processing and workflow modernization. 
  • Reproducible analytical/data-management workflows. 
  • Data dictionaries, codebooks, SOPs, and technical documentation. 
  • Scientific and technical writing. 
  • SAS – intermediate to advanced proficiency required. 
  • R / RStudio – intermediate to advanced proficiency required. 
  • SQL / SQL Server or comparable relational database technology. 
  • Microsoft Power BI for surveillance monitoring and reporting. 
  • Microsoft Access and Excel desirable for legacy and operational data-management environments. 
  • Python desirable for automation and data processing. 
  • SharePoint for documentation and collaboration. 
  • Familiarity with Git, Azure DevOps, or comparable source/version-control tools desirable. 
  • Familiarity with CDC enterprise data platforms, surveillance systems, EDAV, or comparable environments desirable. 


Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.
