Heartline Staffing is recruiting a Construction Administrator for a position in Ashville, North Carolina. This role supports the overall success of assigned civil projects leading up to and throughout construction, combining construction and project management responsibilities with technical civil design coordination and client-facing communication.

POSITION OVERVIEW
• Manage assigned projects leading up to and throughout construction.
• Coordinate internal budgets, schedules, deadlines, permitting agencies, clients, contractors, municipalities, and other project stakeholders.
• Prepare construction estimates, technical specifications, bid documents, and contracts.
• Manage bidding and contract processes for civil site projects.
• Review constructability, material submittals, and design-build plans.
• Coordinate with design teams to address RFIs and provide field direction.
• Oversee documentation and project closeout across multiple municipalities and simultaneous projects.

COMPENSATION
• $50,000–$72,000 annual salary

PROJECT LEADERSHIP
• Manage internal project budgets, schedules, and deadlines.
• Coordinate with permitting agencies and project stakeholders.
• Help keep multiple projects progressing according to established requirements and timelines.

CONSTRUCTION OVERSIGHT
• Prepare construction estimates and technical specifications.
• Prepare bid documents and contracts.
• Manage bidding and contract processes for civil site projects.
• Review construction-related documentation and coordinate project requirements through completion.

COMMUNICATION & CLIENT COORDINATION
• Lead daily interactions with clients and staff.
• Facilitate meetings between developers, contractors, municipalities, and other stakeholders.
• Communicate project information clearly to help maintain schedules and resolve issues.

TECHNICAL SUPPORT
• Review the constructability of civil designs.
• Review material submittals and design-build plans.
• Coordinate with design teams to respond to RFIs.
• Provide field direction as needed during construction.

DOCUMENTATION & CLOSEOUT
• Review site reports and testing reports.
• Oversee project closeout activities with multiple municipalities.
• Manage documentation across multiple concurrent projects.

LEADERSHIP & MENTORSHIP
• Support the professional development of direct reports.
• Demonstrate leadership internally and in interactions with clients, contractors, municipalities, and the public.

Requirements

Requirements
• Bachelor's degree REQUIRED
• 3–6 years of construction and/or project management experience REQUIRED
• Proficiency with Microsoft Office, including Word and Excel REQUIRED
• Experience with project management and scheduling software REQUIRED
• Ability to interpret and apply complex rules, regulations, and local ordinances REQUIRED
• Excellent written and verbal communication skills REQUIRED
• Ability to prioritize multiple responsibilities in a fast-paced environment REQUIRED
• Valid driver's license with an acceptable driving record REQUIRED

Preferred
• Bachelor's degree in Construction Management or Civil Engineering
• Construction/project management experience within land development
• Experience supporting residential, commercial, or industrial land development projects
