E&M Technologies, Inc. is currently seeking a Senior CI Specialist to join our team in Fort Meade, MD in support of the Defense Intelligence Agency (DIA). DIA provides intelligence on foreign militaries and their operating environments so the United States and its allies can prevent and decisively win wars. It serves everyone from the president to the soldier in combat through a combination of expert analysis, intelligence gathering, and cutting-edge science and technology.  


Job Responsibilities: 

  • Identify, monitor, and assess foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities, and interests, including threats posed by emerging technologies to U.S. operations and interests. 
  • Apply understanding of foreign intelligence capabilities / activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributions to developing CI strategies. 
  • Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities. 
  • Perform coordination/deconfliction of CI operational activity conducted by the Military Department CI Organizations (MDCO) that impact the Command's area of responsibility. 
  • Interact with representatives of MDCOs and Intelligence Community Components in order to deconflict CI activity. 
  • Maintain and update multiple databases with Microsoft Excel and Access. 
  • Provide updates to J2X leadership on the status and disposition of relevant CI activity. 
  • Serve as a J2X representative to the CYBERCOM Joint Operations Center (JOC) providing an avenue for the JOC to inject information into the J2X or request support as necessary. 
  • Maintain familiarity with MDCO capabilities and steer JOC personnel toward the J2X for support as appropriate. 
  • Develop a concept for Command counterintelligence programs that will be staffed to the SECDEF. 
  • Develop counterintelligence briefs for personnel in the Command that are interacting with foreign intelligence services/officers and or traveling to high-threat CI countries as well as delivering the briefs in both group and individual settings, including to General/Flag Officer audiences. 

Requirements

  

Minimum Qualifications:  

  • Bachelor’s Degree and a minimum of 8 years of experience as a Counterintelligence (CI) Specialist / in CI operations 
  • Experience in foreign intelligence efforts  
  • Experience in identifying, monitoring, and assessing foreign intelligence. 
  • Experience conducting counterintelligence functions including investigations, inquiries, and collection. 
  • Must be a U.S. Citizen. 
  • Must have and be capable of maintaining a U.S. Department of Defense (DoD) security clearance at the required level. 

Preferred Qualifications:  

  • Master’s Degree 
  • Experience participating in and effectively contributing to a highly-collaborative team environment. 
  • Demonstrated ability to be innovative and to work independently. 
  • Strong verbal and written communication skills. 
  • Experience with Microsoft Office Suite (e.g., Word, Excel, PowerPoint, etc.)

The salary range provided is a good faith estimate representative of all experience levels.
