CONTEXT
The WFP Pacific Multi-Country Office is supporting Pacific Island Countries to strengthen disaster preparedness, response readiness, and resilience systems through enhanced coordination, technical assistance, assessments, and preparedness investments.
To support the initial phase of engagement in the North Pacific, WFP seeks a short-term North Pacific Project Coordinator to facilitate coordination with government counterparts, humanitarian and development partners, and regional stakeholders across the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Naoero, Kiribati, and Palau.
The assignment will focus on strengthening WFP's situational understanding, identifying priority opportunities for engagement, supporting stakeholder coordination, and providing oversight of ongoing preparedness and resilience activities. The coordinator will serve as WFP's primary focal point for day-to-day engagement with partners in the North Pacific and support the development of recommendations for future programming.
THE ROLE
Under the supervision of the Emergency Preparedness and Response Coordinator the North Pacific Project Coordinator will support WFP's preparedness and resilience agenda across FSM, RMI, Naoero, Kiribati and Palau.
The consultant will facilitate engagement with national disaster management authorities, social protection actors, food security stakeholders, UN agencies, regional organizations, NGOs and development partners to identify priority needs, gaps and opportunities where WFP can add value.
The role focuses on project coordination, stakeholder engagement, readiness assessments, risk identification and ensuring a coordinated WFP offer alongside anticipated ETC and Logistics capacity to also be deployed in North Pacific. Technical guidance will be provided by WFP specialists based in the Pacific Multi-Country Office and other WFP offices as required.

KEY ACCOUNTABILITIES
Under the guidance of the Project Manager and relevant technical units, the consultant will:
Coordination and Representation
- Serve as WFP's primary coordination focal point across FSM, RMI, Naoero, Kiribati and Palau.
- Establish and maintain relationships with relevant government ministries, National Disaster Management Offices (NDMOs), UN agencies, NGOs, Red Cross National Societies, development partners and regional organizations.
- Support coordination of missions, consultations, workshops and meetings involving WFP technical teams and national stakeholders.
- Participate in relevant coordination forums and provide regular updates to WFP management.
Mapping and Opportunity Identification
- Conduct stakeholder mapping and identify key actors relevant to disaster preparedness, emergency response, food security, nutrition, logistics, social protection and anticipatory action.
- Identify priority gaps, needs and opportunities where WFP support could provide added value including around upstream disaster response readiness and last mile gaps / opportunities.
- Assess national and sub-national preparedness capacities and readiness considerations relevant to WFP's programming areas.
- Provide recommendations for partnership development and future engagement.
Project Monitoring and Reporting
- Maintain a tracking system for activities, consultations, assessments and partnership engagements.
- Monitor progress of ongoing project activities and identify implementation bottlenecks or risks.
- Prepare regular progress updates, mission reports and briefing notes.
- Support collection and consolidation of information required for donor and internal reporting.
Risk Management
- Identify operational, programmatic and partnership risks that may affect project delivery.
- Proactively escalate emerging issues and recommend mitigation measures.
- Monitor readiness of partners and institutions to engage in planned activities.
Emergency Preparedness and Response
- In the event of a disaster or emergency, support engagement with national authorities and humanitarian partners and support to preparedness, response and recovery.
- Provide situational updates and support coordination of initial WFP engagement and response planning.
- Engage in scenario / contingency planning as required for imminent threats - such as El Nino - harnessing technical inputs to ensure a robust WFP engagement in national/sub regional shock readiness and planning.
DELIVERABLES
By the end of the three-month assignment, the consultant will deliver:
North Pacific Stakeholder Mapping Report covering FSM, RMI, Naoero, Kiribati and Palau. Country Readiness and Opportunity Assessment identifying priority gaps, risks and opportunities for WFP engagement. Partnership and Engagement Tracker documenting key consultations and coordination activities. Final Assignment Report including:
- Key findings across the five countries;
- Priority opportunities for WFP engagement;
- Capacity strengthening recommendations;
- Partnership recommendations;
- Proposed next steps for future programming.
QUALIFICATIONS AND EXPERIENCE
Education
- Advanced university degree in International Development, International Relations, Disaster Management, Food Security, Social Sciences, Public Policy or a related field.
- A first university degree with additional years of relevant experience may be accepted.
Experience
- Minimum seven years of progressively responsible experience in humanitarian assistance, disaster risk management, resilience, development programming or related fields.
- Experience working with government institutions and development partners.
- Demonstrated commitment to enabling nationally led, multisector, coordinated disaster management to enhance the collective reach and efficiency planning and delivery.
- Familiarity with at least one of the following areas:
- Disaster risk management;
- Food security and nutrition;
- Social protection;
- Anticipatory action;
- Logistics and supply chains;
- Emergency preparedness.
- Experience working in Pacific Island Countries is highly desirable.
- Experience working in the North Pacific region is an asset.
Languages
- Fluent written and spoken English.
