About the Role

[What the role is]

The Senior Manager (Data) supports data-driven community engagement across the GRC Cluster by collecting, analysing and interpreting data to surface actionable insights that strengthen ground engagement and operational planning. The role supports the adoption of AI tools and automation to improve team efficiency, and builds data literacy across the Field Engagement Team and Constituency Offices to embed evidence-based decision-making in frontline operations.

[What you will be working on]

Data Collection and Field Work

  • Plan, coordinate and facilitate the collection of data through community events,house visits and other channels, working closely with Field Engagement team and Constituency Directors (CDs).
  • Conduct field work (e.g. attending community events, house visits) to observe and validate, and to fine-tune and strengthen the data collection process.

Data Analysis and Sense-Making

  • Collate, analyse and review data through various sources (both internal and external) to identify trends, opportunities and challenges/threats so as to support planning, formulating of strategies and decision-making.
  • Engage Grassroots Advisers (GRAs), Grassroots Leaders (GRLs) and CDs in sharing data insights and understanding their data needs to strengthen the data management frame and support planning, strategy formulation and decision-making across divisions.
  • Work closely with CDs in the GRC Cluster to manage data inputs and maintain data quality through regular cleaning and validation.
  • Work closely with the relevant PA Division(s) to deploy the various data analytics initiatives, which include testing and performance validation.

Data Innovation and AI

  • Identify and surface opportunities to apply AI tools and automation to streamline data collection, cleaning and reporting processes, so as to improve efficiency and reduce manual workload for the team.
  • Work with the relevant PA divisions to pilot, test and scale AI-driven analytics solutions that surface actionable insights to support ground engagement and planning.
  • Develop and maintain automated dashboards and reporting tools to provide the Field Engagement Team and GCD Office with timely, accessible data visualisations for decision-making.
  • Stay current on emerging AI and data technologies relevant to support the continuous improvement of data workflows and processes within the GRC Cluster.
  • Support the responsible and ethical use of AI and data within the GRC Cluster, ensuring that data practices comply with PA's data governance policies and relevant data protection regulations.

Capability Building

  • Work with relevant PA Divisions to conduct training workshops for staff on data interpretation, analytics and presentation to strengthen data literacy across varying levels.
  • Identify opportunities and capability gaps and opportunities to build staff capacity in data-related competencies across the GRC Cluster.

[What we are looking for]

Experience

  • Minimum of at least three years of relevant working experience in community engagement, with demonstrated experience in data collection and analysis.
  • Desired: at least three years of field experience or relevant community engagement experience in PA, with exposure to data analytics, AI tools or automation solutions in a community or public sector context.

Skills (Must-have)

  • Strong analytical and critical-thinking skills to interpret complex datasets and translate findings into clear, actionable recommendations for technical and non-technical audiences.
  • Proficiency in data tools (Excel and one visualisation tool such as Power BI or Tableau) and proven ability to clean, process and validate data with strong attention to accuracy.
  • Practical experience applying AI and automation to streamline data workflows and produce operational insights.
  • Excellent written and verbal communication, with the ability to present findings clearly to non-technical stakeholders.

Skills (Good-to-have)

  • Experience with PA's data systems (for example, onePA, GRL@PA, PADNA) or with multiple visualisation/analytics platforms.
