Heartline Staffing is recruiting a Bridge Project Manager for a hybrid civil engineering opportunity in Richmond, Virginia. This senior-level role combines bridge and structural engineering expertise with full project-management responsibility, client communication, team leadership and staff development.

The Bridge Project Manager will deliver bridge and transportation structure projects from preliminary design through final design and construction. Responsibilities span planning, scope, schedule, budget, team coordination, stakeholder communication, risk management, resource management, quality assurance and reporting.

COMPENSATION
• $65-$90 per hour
• Final pay is based on experience, education, certifications and qualifications
• Bonus eligibility based on level and market alignment
• Relocation signing bonus available, paid after 90 days of employment

WORK MODEL
• Hybrid schedule
• 3 days in office
• 2 days remote
• Remote days are Wednesday and Friday

BRIDGE & STRUCTURAL PROJECT MANAGEMENT
• Provide technical and structural engineering expertise throughout the project lifecycle from preliminary design through final design and construction
• Deliver assigned bridge and structural design project objectives
• Manage project scope, schedule and budget
• Develop project-management and quality-management plans
• Create and maintain project schedules
• Coordinate and guide technical resources within project teams
• Support development of construction plans and associated submittal documents
• Identify and manage project risks
• Manage resources and project quality
• Monitor project progress and prepare progress reports
• Develop extra work order requests and open-end contract task proposals
• Review invoices

TEAM LEADERSHIP & STAFF DEVELOPMENT
• Provide project-team leadership and ongoing staff development
• Set goals and provide feedback and coaching to support team growth
• Conduct one-on-one check-ins and project debriefs
• Recognize achievements and identify opportunities for improvement
• Mentor project-team members and share lessons learned
• Help strengthen and grow bridge engineering staff
• Role has the potential for direct reports

CLIENT RELATIONS & BUSINESS DEVELOPMENT
• Build client relationships and understand project requirements and preferences
• Communicate project status, updates and issues to internal and external stakeholders
• Develop and lead project-status presentations
• Assist with marketing activities, including SMART Go/No Go decisions
• Support proposal development and interviews
• Participate in project financial-status meetings

SUBCONSULTANT & MULTIDISCIPLINE COORDINATION
• Identify and manage subconsultants
• Collaborate with disciplines and subconsultants to develop project scope and fees
• Coordinate technical resources to support high-quality project delivery

WORKING CONDITIONS
• General office environment approximately 95% of the time
• Occasional field work required
• Field work may occur in heat, cold, wet, humid, dry or arid conditions
• Occasional standing and walking may be required
• Some lifting up to 25 lbs may be required

Requirements

• Bachelor's degree in Civil Engineering with a focus in Structural Engineering from an ABET-accredited engineering program REQUIRED
• 10+ years of bridge and structural design experience REQUIRED
• Active Professional Engineer (PE) license; Virginia PE preferred, or another-state PE with ability to obtain Virginia PE within a reasonable timeframe REQUIRED
• Experience providing structural engineering expertise throughout the bridge project lifecycle from preliminary design through construction REQUIRED
• Experience managing bridge and structural design projects including scope, schedule, budget and project delivery REQUIRED
• Project management experience or demonstrated transition into project-management responsibilities REQUIRED
• Strong client-facing communication skills REQUIRED
• Strong presentation skills REQUIRED

PREFERRED
• Master's degree in Civil Engineering with a focus in Structural Engineering
• Experience working with VDOT and Virginia localities and agencies
• Experience with multiple project-delivery methods including Design-Bid-Build, Design-Build and P3
• Experience managing multidisciplinary project teams
