About the Role

Title: Senior Personnel Security Specialist

Location: Remote

We are seeking a motivated Senior Personnel Security Specialist to join our dynamic team at GovStrive. If you are looking to build your career in personnel security, this is a great opportunity to gain hands-on experience and contribute to the success of a federal consulting agency.

This role will be a remote position providing vital support to the HR teams of various federal agencies, focusing on personnel security and onboarding processes.

Job Description:
 As a Senior 
Personnel Security Specialist, you will be responsible for ensuring the smooth progression of background investigations for permanent employees and other personnel as requested by our clients. You will act as the main point of contact for applicants, supervisors, and staffing personnel, offering guidance through the investigation process. Additionally, you will ensure that all information is accurate and complete, maintaining compliance with contractually mandated timelines.

Key Responsibilities:

The duties listed below are major responsibilities for the position; other duties may be assigned as needed by management. 

  • Assesses personnel security vetting requirements, including new investigations, reinvestigations, reciprocity determinations, adjudication support, drug testing, suitability evaluations, and fingerprint processing
  • Determines appropriate vetting scenarios based on position sensitivity, risk level, and regulatory guidance
  • Reviews case details to ensure all required vetting actions are identified and initiated in compliance with federal policies
  • Reviews previously adjudicated investigations and Special Agreement Checks (SACs) to determine reciprocity eligibility
  • Reviews and validates personnel security investigation requests for Public Trust (Low, Moderate, High Risk) and National Security positions, ensures completeness, accuracy, and alignment with federal investigative standards prior to submission for government authorization.
  • Conducts detailed reviews of SF-85, SF-85P, and SF-86 submissions, identifying discrepancies, omissions, and potential suitability issues; returns deficient packages for correction and ensures fully compliant case files before adjudicative processing.
  • Manages end-to-end case processing within eAPP, including initiation, tracking, and resolution of investigation requests; reviews and corrects submissions returned by Defense Counterintelligence and Security Agency (DCSA) for quality or completeness issues.
  • Prepares and processes agency-specific personnel security documentation, including AD-1187 Personnel Security Service Requests, ensuring compliance with agency policies and internal SOPs.
  • Serves as a subject matter expert in personnel security, providing guidance to staff, managers, and external stakeholders on investigation processes, adjudicative standards, and policy interpretation; supports consistent application of suitability criteria across cases and contributes to quality assurance and audit readiness.
  • Supports Federal personnel security programs by providing compliant biometric data collection for suitability and security clearance processing.
  • Follows federal regulations, SOPs, and contract requirements related to fingerprint capture and submissions and maintains secure handling and transmission of sensitive data in compliance with Privacy Act and data protection policies.
  • Identifies and corrects fingerprint quality issues to reduce rejections and processing delays.
  • Verifies employee Special Agency Check (SAC) records, reviews files for suitability issues and accuracy, creates ePS BI subcases, uploads SAC records, and maintains accurate records in required tracking systems.
  • Experienced and trained user of multiple federal HR and personnel security systems, including eTracker, ePS, USAccess/GSA, PIPS/CVS, NP2 Portal, NBIS/eAPP, USA Staffing, NFC systems, and EmpowHR 
  • Acts as a liaison with applicants and/or their supervisors to resolve questions and/or concerns.
  • Gathers data; organizes and analyzes information with accuracy and efficiency, solves problems associated with data gathering
  • Protects all personally identifiable information in accordance with both government and company policies and laws.
  • Safeguards all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

 

Minimum Education and Experience:

  • Bachelor’s degree with 3+ years of subject matter expertise in security or intelligence disciplines or alternatively 5+ years of subject matter expertise in security or intelligence disciplines
  • Tier 2 security clearance or higher is required for this position.
