Job Description

Role Overview

We are seeking a highly motivated and experienced Cost Manager – Procurement with 8–10 years of experience in procurement, sourcing, cost management, contract administration, and supplier management. The ideal candidate will be responsible for driving procurement strategy, optimizing project and operational costs, managing supplier relationships, and ensuring timely procurement of materials and services while achieving commercial objectives.

The role requires strong commercial acumen, negotiation expertise, and experience in managing procurement activities for construction, real estate, infrastructure, manufacturing, industrial, or engineering projects.

Key Responsibilities

Procurement Strategy & Planning

  • Develop and execute procurement strategies aligned with organizational and project goals.
  • Prepare procurement schedules and sourcing plans for various projects and operational requirements.
  • Identify opportunities for cost reduction and procurement process improvements.
  • Support annual budgeting, forecasting, and procurement planning activities.

Cost Management & Control

  • Develop detailed cost estimates and procurement budgets.
  • Monitor procurement spend against approved budgets and identify cost-saving opportunities.
  • Analyze market trends, pricing fluctuations, and supplier performance to optimize procurement costs.
  • Implement value engineering and strategic sourcing initiatives to maximize savings.

Sourcing & Supplier Management

  • Lead sourcing activities for materials, equipment, subcontractors, and services.
  • Identify, evaluate, and onboard qualified vendors and suppliers.
  • Conduct supplier assessments, audits, and performance evaluations.
  • Build and maintain strategic relationships with key suppliers and stakeholders.

Tendering & Contract Management

  • Manage the end-to-end tendering process, including RFQs, RFPs, bid evaluations, and supplier negotiations.
  • Review technical and commercial proposals to ensure alignment with project requirements.
  • Negotiate commercial terms, pricing, and contracts with suppliers and subcontractors.
  • Administer contracts and ensure compliance with contractual obligations.

Commercial & Risk Management

  • Assess procurement-related risks and develop mitigation strategies.
  • Ensure compliance with company procurement policies and governance standards.
  • Manage supplier claims, disputes, and contract variations.
  • Evaluate procurement risks associated with supply chain disruptions and market volatility.

Stakeholder Coordination

  • Collaborate with project teams, engineering, finance, operations, and project controls departments.
  • Support project managers in achieving cost and schedule objectives.
  • Present procurement performance reports and cost analyses to management.
  • Act as a key liaison between internal stakeholders and suppliers.

Reporting & Process Improvement

  • Prepare procurement dashboards, spend analysis reports, and savings reports.
  • Monitor procurement KPIs and identify opportunities for operational efficiency.
  • Support digital procurement initiatives and ERP optimization projects.
  • Drive continuous improvement in procurement processes and controls.

Qualifications

Required Qualifications

  • Bachelor's Degree in Supply Chain Management, Procurement, Business Administration, Commerce, Engineering, or a related field.
  • Minimum 8–10 years of experience in procurement, sourcing, commercial management, or cost management.
  • Experience in handling large-value procurement packages and supplier negotiations.
  • Proven track record of delivering cost savings and procurement efficiencies.
