The Manager of Legislative & Political Affairs is a key part of the FICPA's governmental affairs program. This highly responsible position works directly with the Chief External Affairs Officer and director in developing and implementing the FICPA’s advocacy and legislative activities. The role will focus on managing and executing key legislative activities such as bill review, tracking, compiling summaries, coordinating other written and communications materials to support the advocacy team, assisting with fundraising campaigns, and administration and compliance of the Florida CPA Political Action Committee (PAC).
Requirements
· At the direction and discretion of the director and CEAO, as needed, this position may serve as a registered lobbyist as part of the FICPA advocacy team.
· Manages daily tracking, monitoring, and calendaring of FICPA legislation of interest and amendments.
o Examples may include reviewing each filed bill for tracking, calendaring when a tracked bill is in committee, and reviewing amendments filed to tracked bills.
· Responsible for managing activities and issues of the four Florida CPA Political Action Committees (PAC) including, meeting administration, managing compliance with Florida campaign finance laws, and the filing of Florida Division of Elections political committee reports.
· Manages the daily/weekly monitoring and implementation of fundraising strategies for the Florida CPA/PAC, providing frequent updates to the director and CEAO.
· Assists with the implementation of FICPA’s lobby activities.
· Supports activities related to the administration of standing committees, task forces, and the FICPA Key Person Contact Program
· Assists with planning and execution of the annual CPA Day at the Capitol and other advocacy meetings and events as needed.
· Remains current and informed of events and the Florida legislative and political process.
· Provides key strategic, legislative, and political input and advice to CEAO, director, and FICPA leadership.
· Provides administrative support to CEAO and Tallahassee Office such as calendar and travel reimbursements.
· Assists CEAO and director in developing and implementing a communications strategy to further advocacy efforts.
o Responsible for coordinating and compiling legislative communications.
o Proactively developing articles, weekly summaries, advocacy updates, video updates of CEAO.
o Writes copy for letters/emails to members.
o Manages the process of proofreading and editing documents and emails.
o Develops PowerPoints, letters, reports, and other governmental affairs communications.
· Assist with other duties needed to help drive the vision of the FICPA, fulfill its mission, and abide by our organization’s values.
Education Requirements
· Graduation from an accredited college or university with a bachelor's degree in communications, public relations, marketing, business administration or related field is preferred.
· Three to five years of professional experience in fundraising, communications, grassroots advocacy, legislative lobbying, public administration, or business administration; or an equivalent combination of training and experience.
Experience and Competencies
· Experience working in Legislature, for a legislator, governor’s office, campaigns and or fundraising strongly preferred.
· Knowledge of Florida government, Florida Division of Elections, fundraising, Florida campaign finance law, and the legislative process
· Strong initiative, analytical, and critical thinking.
· Public speaking, fundraising, public relations, conducting research, and problem solving.
· Communicate effectively both verbally and in writing, work under pressure and time constraints, and work well with people.
Essential Physical Skills:
· Must have manual dexterity to perform specific computer and electronic/mobile device functions for data collection, and use a keyboard/computer, printer, fax, copier.
· Able to receive and act on detailed information through oral and written communication.
· Must apply finger dexterity, sufficient corrected or uncorrected vision, hearing, oral communication and critical thinking on a regular basis to perform all duties and responsibilities.
· Requires extended periods of sitting, working on the computer, and using electronic telephone devices.
· Ability to travel via car.
· May frequently be required to stand, walk, and occasionally use arms and hands to reach.
· Regular on-site, physical attendance may be required in multiple locations, settings, and venues.
· May also require occasional lifting and carrying of 10-20 pounds.
· Must be able to work in the primary workplace location to ensure appropriate cooperation and collaboration with coworkers in an in-person capacity to best ensure support to the Association’s membership.
