About the Role

We are seeking a Digital Accessibility Program Manager to support the U.S. Department of Health and Human Services (HHS), Office of the Secretary (OS), Digital Accessibility Program. 

As the Program Manager, this individual oversees contract performance, personnel, deliverables, governance, stakeholder coordination, resource allocation, risk management, and service quality. As the program’s Solutions Architect, this individual directly leads and performs the technical architecture, solution design, systems integration, web-crawler strategy, data integration, automation, and technical-improvement activities.

Key Responsibilities:

Program Management

  • Manage and coordinate all core and optional contract activities, ensuring performanceremainsaligned with HHS Digital Accessibility Programobjectivesand Government priorities.
  • Develop,maintain, and execute the Project Management Plan and supporting Communications, Risk, Scope, Change, and Quality Management Plans.
  • Manage contract deliverables, schedules, quality requirements, Government review cycles, priorities, dependencies, and deadlines.
  • Manage contractor resource assignments and workload priorities, align staffing with Government needs, and matrix resources across task areas to prevent single points of failure.
  • Collaborate with Government personnel toestablishand maintain key performance indicators; monitor performance and emerging trends; and recommend corrective actions and process improvements based on performance data.
  • Maintain program governance, work breakdown structure, and backlog oversight, strategic planning, the program roadmap, risk and issue management, program records, and program-maturity documentation.
  • Coordinate with Government stakeholdersregardingpriorities, dependencies, risks, strategicobjectives, and resource needs;facilitateexecutive-level communications and decision-making; andidentifyand escalate significant program risks and issues.
  • Plan and conduct Quarterly Program Management Reviews or Quarterly Business Reviews and communicate program status, performance, risks, issues, and decisions to Government and executive stakeholders.

Technical Solution Architecture

  • Directly provide technical architecture and solution-design leadership across the HHS Digital Accessibility Program.
  • Assess program requirements and recommend technical solutions, tools, integrations, workflows, and automation opportunities.
  • Support the administration and optimization of the enterprise accessibility web crawler, including its configuration, scanning strategies, integrations, calibration, and governance.
  • Collaborate with accessibility testers to evaluate automated scan results, resolve false positives or inconsistencies, and improve scan calibration.
  • Ensure technical solutions support applicable Section 508 and WCAG Level AA accessibility requirements.
  • Design scalable approaches for collecting, integrating, analyzing, and reporting accessibility program data from service requests, testing results, web-crawler outputs, helpdesk activities, and other program sources.
  • Support theappropriate integrationof artificial intelligence, machine learning, natural-language processing, dashboards, and automation into accessibility operations.
  • Providetechnical guidance supporting Digital Accessibility Solution Center operations and embedded accessibility SME services.
  • Identifytechnology risks, integration dependencies, technical constraints, and opportunities for modernization.
  • Develop or contribute to technical standards, operating procedures, governance documentation, user guides, and solution roadmaps.
  • Collaborate with HHS stakeholders, vendors, accessibility specialists, analysts, and program personnel to recommend sustainable technical solutions.
  • Support the development and continued improvement of customer-facing digital accessibility tools and Microsoft 365 or SharePoint-based capabilities whenrequired.
  • Participate directly in technical troubleshooting and the escalation of significant tool, platform, or service issues.

Education and Experience:

  • Bachelor’s degree or equivalent relevant professional experience.
  • Minimum of 10 years of experience in digital accessibility, solution architecture, systems integration, technical program management, and Federal program management.
  • Current DHS Trusted Tester certification.
  • Expert knowledge of Section 508, WCAG AA, DHS Trusted Testermethodology, and Federal digital accessibility requirements.

Preferred Skills and Experience:

  • Federal contract and program management, including governance, performance management, risk, scope, change, quality, communications, KPI development, resource management, and executive stakeholder engagement.
  • Enterprise solution architecture, systems integration, accessibility testing and monitoring platforms, web crawling, and automated accessibility scanning.
  • Microsoft 365, SharePoint, project-tracking tools, data architecture, analytics, dashboards, reporting, workflow automation, and process improvement.
  • Application of artificial intelligence, machine learning, and natural-language processing to operational data.
  • Technical documentation, governance, stakeholder communication, technical consulting, and leadership of multidisciplinary technical teams.
  • Experience supporting continuous process improvement and program-maturity initiatives.
