About the Role

We are seeking an experienced Cost Manager to support the successful delivery of large-scale industrial and advanced manufacturing facilities. This role will be responsible for managing cost planning, procurement, commercial management, and cost control activities throughout the project lifecycle.

The successful candidate will work closely with clients, consultants, contractors, engineering teams, and project stakeholders to ensure projects are delivered within approved budgets while achieving commercial and operational objectives.

This position is suitable for candidates from both CSA and MEP backgrounds, provided they possess strong cost management and commercial experience within industrial project environments.

Key Responsibilities

Cost Planning & Cost Management

• Lead preparation of feasibility studies, concept estimates, and detailed cost plans.
• Develop construction budgets and project cash flow forecasts.
• Conduct cost benchmarking and market analysis for industrial facilities.
• Perform value engineering exercises to optimise project costs and improve buildability.
• Provide cost advice throughout design development and construction stages.

Procurement & Tender Management

• Develop procurement and package strategies for industrial projects.
• Prepare and manage tender documentation.
• Lead tender evaluations, commercial reviews, and contractor recommendations.
• Review supplier and subcontractor proposals, ensuring commercial competitiveness and compliance.
• Support contract award processes and procurement governance.

Commercial Management

• Monitor project cost performance, commitments, and expenditure.
• Prepare monthly cost reports, forecasts, and budget updates.
• Identify cost risks and implement mitigation strategies.
• Support commercial negotiations with contractors and suppliers.
• Maintain accurate project financial records and reporting systems.

Project Delivery Support

• Work closely with engineering, project management, and construction teams to maintain cost certainty.
• Evaluate changes and assess potential budget impacts.
• Ensure alignment between project scope, schedule, and commercial objectives.
• Contribute to project reviews and management reporting.

• Bachelor’s degree in Quantity Surveying, Cost Management, Construction Management, or related discipline.
• 5–10 years’ experience in cost management within construction or industrial projects.
• Experience in semiconductor, advanced manufacturing, data centre, or mission‑critical projects is strongly preferred.
• Previous experience in a cost consultancy or professional services environment is highly preferred.
• Experience handling CSA and/or MEP packages within complex construction projects.
• Familiarity with fast‑track and high‑pressure project environments.
• Strong understanding of cost management principles, procurement, and contract administration
• Ability to manage complex, multi‑disciplinary project scopes
• Strong analytical, reporting, and problem‑solving capabilities
• Effective stakeholder communication and coordination skills
• Detail‑oriented and proactive approach in a fast‑paced environment
